The primary purpose of this position is to serve as Program Manager for the Department of the Air Force Financial Management and Comptroller Chief Information Officer (FM CIO) and the CIO's Portfolio Program Manager Division Chief.
Duties
Subject matter expert in all aspects of The Project Management Institute (PMI) project management competencies, in particular change and configuration management, Business Case development and analysis (BCA), Analysis of Alternatives (AoA), Earned Value Management (EVM), Jira task management and Integrated Master Scheduling (IMS).
Recommends goals, objectives, and priorities to accomplish these efforts through effective and efficient business practices consistent with PMI concepts.
Provides policy input to directorate staff through discussion of overall and specific problems. Keeps abreast of changes in policy and provides authoritative interpretations for specific policy and procedural regulations, directives, and other guidance from Congress, Department of Defense (DoD), Department of the Air Force (DAF), and SAF FM.
Provides professional expertise and renders decisions on major problems. Reviews project/program procedures and policies with respect to managerial requirements. Develops and/or directs the development of new and changed internal operating procedures and instructions.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery working knowledge and comprehension of the full range of principles, concepts, and methodology associated with program management in particular change and configuration management, Business Case development and analysis (BCA), Analysis of Alternatives (AoA), Earned Value Management (EVM), Jira task management and Integrated Master Scheduling (IMS) of applications development, and sustainment operations. As well, knowledge of financial management systems and capabilities as well as automated data processing concepts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Business Case development and analysis (BCA), Analysis of Alternatives (AoA), Earned Value Management (EVM), Jira task management and Integrated Master Scheduling (IMS).
2. Knowledge of Air Force and DoD portfolio management policies and procedures.
3. Knowledge of Air Force and DoD Planning, Programming, and Budgeting processes and products.
4. Knowledge of financial management systems and capabilities as well as automated data processing concepts.
5. Knowledge and experience working with Independent Public Accountant (IPA) Auditors and external parties in support of IT audits related to financial systems and IT. Skill in producing written document and making formal presentation to senior officials.
6. Skill in operating personal computer and using portfolio management database tools. Ability to analyze and interpret data, develop conclusions and make recommendation to higher-level officials.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Additional Conditions of Employment:
Formal Project Management Planning (PMP) certification from either the Project Management Institute (PMI) or Defense Acquisition University (DAU) P/PM Level III, the Federal Acquisition Institute Certification Program for Program and Project Managers (FAC-P/PM) Senior is required to be obtained within 24 months of assuming this position and must be maintained throughout the incumbent's tenure.
This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
