The selectee of this position serves as a IT Program Manager responsible for managing and directing major United States Marshals (USMS) information technology projects, and the full range of evaluation, design, training and implementation of application systems.
This position is located in the Information Technology Division / Arlington, VA.
Duties
As a IT Program Manager at the GS-2210-14 grade level, some of your typical work assignments may include, but are not limited to, the following:
Evaluating, designing, and implementing applications systems;
Managing and directing major USMS technology projects;
Developing, adapting, and implementing new and pre-existing organization IT projects incorporating various levels of technology and project management principles and procedures;
Providing expert IT program technical advice, guidance, and recommendations to USMS management; and
Communicating effectively with stakeholders and customers.

Requirements
- Must be a U.S. Citizen or National.
- Must pass a pre-employment drug screening and background investigation.
- Must be able to obtain and maintain a TOP SECRET security clearance.
- This is a Testing Designated Positions (TDP) and is subject to random drug testing.
- May be required to successfully complete a trial/probationary period.
- Must be able to lift and move computer equipment weighing up to 25 pounds.

Qualifications
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the experience required for the grade level(s) to which you apply.
To qualify at the GS-14 grade level, you must meet each of the following:
Basic Requirement: You must have IT-related experience demonstrating each of the four competencies listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND In addition to meeting the Basic Requirement described above, you must have the Specialized Experience described below.
Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following duties:
Implementing IT enterprise architecture plans that address mission-critical program objectives;
Assisting with managing and directing IT projects consistent with industry standards;
Analyzing business requirements to develop IT solutions; AND
Providing technical advice and assistance on IT programs to users and management.

Quality Ranking Factor (QRF): A certification demonstrating technical competence is expected to significantly enhance performance in this position but is not essential for satisfactory performance. You must submit a copy of the certification you claim to hold.
