This position is located on the Dixie National Forest in Cedar City, Utah. Responsibilities include program development, operation, and evaluation in recreation, land uses, real estate, minerals, wilderness, visual and cultural resources. Duties

Provide strategic guidance and leadership for the unit's recreation, lands, minerals and cultural resources/heritage programs and activities. Serve as a member of a leadership team to formulate plans, policies, and objectives for unit. Manage a complexity of programs involving a number of interrelated forest resources. Coordinates project work with Staff officers and other specialists to minimize possible adverse effects of resource use and development. Responsible for all phases of staff work in long-range planning and administration of the unit's land management public services program. Establish and maintain internal and external work relationships vital to the agency, including those with prominent individuals and organizations who apply public pressure to further special interests. Represent agency in assigned areas, participating with top management officials to furnish specialized information for policy setting and overall planning. Performs supervisory duties at least 25% of the time.

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelors or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position. -or- B. Combination of education and experience: Education leading to a bachelor's degree that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (i.e., at least 24 semester hours of relevant upper level courses) and appropriate relevant experience. The combination of education and experience must equal 100%. -or- C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. GS-0401: A. Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelors or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.-or- B. Combination of education and experience: Education leading to a bachelor's degree with courses equivalent to a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position (i.e., at least 24 semester hours of relevant upper level courses) and appropriate relevant experience or additional education. The combination of education and experience must equal 100%. GS-0807: A. Degree: landscape architecture or landscape design. -or- B. Combination of education and experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. The combination of education and experience must equal 100%. In addition to meeting the basic requirement, you must also possess experience in the amounts listed below. Specialized Experience Requirement: For the GS-13: One year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as meeting three or more of the following: Administered a land management public service program such as recreation, lands, minerals and/or cultural resources/heritage; Provided leadership and/or guidance in program development, operation and evaluation of public service program areas such as recreation, lands, minerals or cultural resources/heritage; Worked closely with agency staff to coordinate and integrate public service programs and projects to meet resource objectives; Prepared and/or assessed an interdisciplinary approach to the development of long-range resource management action plans and short-range operating programs for management activities of assigned program areas. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
