You will serve as a TRAFFIC MANAGEMENT SPECIALIST in the ORDNANCE SUPPORT DIVISION (241) of NAVY MUNITIONS CMD CED DET MAYPORT.

Duties

You will plan and direct Detachment/Component transportation operations for the movement of material equipment (e.g. conventional ammunition, guided missiles, ordnance materials), via air, rail, or truck. You will prepare shipping documents, bills of lading and maintain all required records and submit reports as required. You will use various web sites/portals to procure transportation services, obtain export authorizations and payment of invoices. You will provide guidance and leadership to other Traffic Management support personnel assigned to the Sites. You will act as the agent for Detachments and either accept or reject carrier equipment prior to loading and act as final releasing authority for loaded equipment.

  • Incumbent must attend and successfully complete a formal accredited course in the handling, transportation and certification of hazardous materials and a course in the inspection of motor vehicles.
  • Incumbent must successfully complete initial and refresher training for the following courses: AMMO 62: Transportation of Hazardous Material (refresher every 2 years)
  • Incumbent must successfully complete initial and refresher training for the following courses: AMMO 51: Naval Motor Vehicle Inspection (refresher every 2 years)
  • Incumbent must successfully complete initial and refresher training for the following courses: Munitions Rule and Munitions Rule Implementation Policy (MRIP) (refresher annually)
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

To qualify for the TRAFFIC MANAGEMENT SPECIALIST, GS-2130-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working in traffic management and knowledge of transportation characteristics involving movement of freight, including ordnance and other hazardous materials. Experience in accessing computer supply systems/ordnance databases such as the Ordnance Information System-Retail (OIS-R) to ensure master asset records accurately reflect ammunition records. Experience utilizing agency policies and procedures to plan and develop transportation systems or services. Experience developing, integrating and coordinating transportation plans and programs for the ordnance Detachments/Components. Experience researching and resolving customer issues as it relates to conflicting or incomplete data, unusual transportation requirements or situations related to the shipment and receipt of ordnance/hazardous material. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related
