You will be responsible for providing professional expertise and consultation in advising, assessing, and ensuring compliance with environmental health and protection laws, regulations, and policies as they pertain to water quality, wastewater, storm water management, and associated environmental issues.
Duties
Conducts regulatory engineering and/or scientific reviews and inspections of NIH operations and construction sites.
Evaluates environmental criteria pertaining to emerging biomedical research technologies and changing needs.
Assists with review and inspection of sediment and erosion control measures, wastewater treatment/discharge, and resource and forest conservation issues.
Assists in studies to evaluate potential pollution sources, e.g., storage and handling facilities for oil and hazardous chemicals; initiation of corrective measures required to prevent or counteract pollution potential.
Assists with determination of adequacy of site investigations and care of site with regard to environmental issues.
Researches and interprets federal statutes and environmental protection laws, regu1ations, and Executive Orders as to their applicability to biomedical research activities.

Qualifications
In order to meet the Basic Qualification Requirements of an Environmental Engineer, GS-0819 position, you must have:
A. a degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum; OR
B. a degree in professional engineering that includes differential and integral calculus and courses (more advanced that first-year physics and chemistry) in 5 of the following 7 areas of engineering science or physics: (1) statics, dynamics; (2) strength of materials (stress-strain relationships); (3) fluid mechanics, hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials (relating particle and aggregate structure to properties); and (7) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR
C. be registered as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico; OR
D. be currently registered as an Engineering Intern (EI) or an Engineer in Training (EIT); OR
E. successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.; OR
F. successfully completed at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above; OR
G. successfully completed a curriculum that led to a bachelor's degree in engineering technology OR in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
In addition to the Basic Qualifications above, you qualify at the GS-09 level if you meet the following qualification requirements:
A. possess 2 years of progressively higher level graduate education that is directly related to the duties of this position leading to a master's degree or master's equivalent graduate degree, OR, I have completed the requirements for such a degree in a field of engineering appropriate to this position;
OR
B. have completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering AND I have 1 year of appropriate professional experience. Professional experience is defined as non-routine engineering work that required and was characterized by 1) professional knowledge of engineering; 2) professional ability to apply such knowledge to engineering programs; and 3) positive and continuing development of professional knowledge and ability; OR
C. meet one of the requirements for superior academic achievement described above AND I have 1 year of appropriate professional experience;
D. You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: participating in environmental engineering compliance projects under the supervision of senior engineering officers; searching technical reports to obtain information related to designs, experiments, and other engineering projects; and collecting and analyzing data of water, sewer, or solid waste systems; OR
E. have a combination of post baccalaureate education and experience that is directly related to the duties of this position that meets 100% of the qualification requirements for this position.
In addition to the Basic Qualifications above, you qualify at the GS-11 level, if you meet the following qualification requirements:
A. have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, if related.
OR;
B. You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluate possible pollution sources in facilities, and implement measures to prevent pollution potential; performing site visits to collect and analyze data on environmental impacts during construction of facilities; review stormwater management plans for construction projects; and conduct feasibility studies to develop solutions to issues in order to protect and improve the air, water, land and energy resources essential to a clean and health environment.;
OR
C. have a combination of post graduate education and experience that is directly related to the duties of this position that meets 100% of the qualification requirements for this position.
