The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA Montana Health Care System (VAMHCS) in the Office of the Assistant Director, Veterans Transportation Service (VTS). The primary purpose of the position is to supervise and oversee the Beneficiary Travel department, with one lead, and 6 or more Transportation Assistants (TA).
Duties
Major duties of this position include, but are not limited to:
Evaluates performance by staff and completes documentation during the mid-term of the fiscal year, and at the end of each rating period.
Interview new employees, recommends appointment, evaluates, and approves promotion, and makes judgment on reassignments based on workload.
Provides advice, counsel, and instructions to employees on work and administrative matters.
Surveys and evaluates the program(s) operations to access compliance with applicable regulations, policies, and procedures.
Provides administrative support and clerical assistance to employees regarding leave, training, and personal issues.
Assigns workload to staff based on priorities, time frames, and capabilities of the employees.
Develops educational programs such as training materials, travel trainer program, and community forums.
Exhibits high level of customer service.
Plans, directs, and manages the program(s) under the direction and guidance of a Manager.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Working knowledge of complex program subject matter and exercise independent judgment to resolve issues as they arise.
Knowledge of generating reports, determine costs, prepare program budget forecasts, make recommendations, and take actions crucial to the programs daily business operations i.e., arranging for accurate and timely movement of personnel which could seriously impact the facilities medical operations.
Analyzes management information reports of schedules and contract carriers to ensure that the most cost-efficient passenger service is provided.
Ability to provided advice, counsel and instructions to employees on work and administrative matters.
Ability to supervise a medium number of team members located throughout the operational area of the Montana VA Medical Center,
Knowledge and application of an extensive body of transportation regulations, methods and practices to perform a wide variety of interrelated or nonstandard transportation support assignments and resolve a wide range of problems.
Knowledge on how to extract information and mileage from a road atlas, city street maps or various web-based mapping/navigation programs and has the ability to create spreadsheets.
Knowledge of how to organize and maintain documentation and records supporting the Travel Program and other duties as assigned.
Knowledge of office automation systems with the ability to input and extract data from said systems, to include knowledge of email system, MS Office, spreadsheets and other office equipment.
Ability to prepare correspondence to Veterans explaining their eligibility status and counsels the Veterans who do not meet criteria for the Beneficiary Travel Programs.

Physical Requirements: The work is primarily sedentary though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, and occasional visits to activity work sites. Occasional use of automobiles and public conveyances may be required. Work performed in an adequately lighted and climate-controlled office or clinic setting.
