You will serve as a Supervisory Interdisciplinary Engineer/Scientist in the RANGES/TARGETS OPS & LABS GROUP, POINT MUGU SEA RANGE DEPARTMENT, SEA RANGE DATA SYSTEMS DIVISION, SEA IT BRANCH of NAVAIRWARCENWPNDIV POINT MUGU.

Duties

You will support the continued authorization of systems and spaces to meet Point Mugu Sea Range Cyber and Physical Security requirements, while ensuring the confidentiality, integrity, and availability of system data is maintained. You will provide the people, skills, knowledge, facilities, equipment, and processes to set up, operate, maintain, upgrade and certify equipment or interconnected systems of equipment. You will lead, organize, and staff an organization of approximately 35 civilians and contractor computer scientists, computer engineers, and/or information systems specific personnel. You will be responsible for the technical operation, maintenance and sustainment of assigned systems. You will provide direction and actively participating in the technical tasks of the personnel being supervised.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 451 level Advanced within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

In addition to the basic education requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals; 2) Develops the competencies of others to perform and contribute to the organization by inspiring and providing a learning environment of ongoing feedback and opportunities to learn through formal and informal methods, enabling employees to address skill gaps and realize their highest potential; 3) Develop and promulgate Information Technology strategy, policy, guidance, and plans and monitor plans to ensure consistency and compliance; 4) Demonstrated experience related to range operations, with respect to Information Technology and Cybersecurity, leadership, and/or interpersonal communication. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

08XX:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

1550:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
