This position is located in the Michigan State Office in USDA Rural Development (RD). The incumbent serves as a Supervisory Loan Specialist (Commercial), Community Program Staff. This is not a remote position. You will report to work in the East Lansing, Michigan, office.

Duties

Serves as the state's authority in Community Program policies and activities comprising the Rural Utilities Service (RUS) and Community Facilities (CF) programs. Develops and makes policy decisions in the best interest of the RUS and CF Programs. Serves as Supervisory Loan Specialist providing leadership to process, service and manage rural loan, grant, and assistance programs. Evaluates Community Program operations by conducting or directing special studies and analyzing reports and materials on program activities and problems. Reviews and/or directs the review of loan dockets to determine conformance to policy and procedural requirements.

Requirements

  • Males born after 12/31/1959 must be Selective Service registered or exempt.

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

  • Manages Community Program fund allocations. Ensures that allocated funds are used expeditiously and prudently using knowledge of the funding cycles.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks for service at the next lower grade level in the normal line of progression for the position being filled. GS-13 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: experience processing and servicing a full range of commercial and/or complex realty loans; servicing a loan portfolio of a bank or other loan association beyond consumer loans; or similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs. Experience must demonstrate use of judgment in providing financial management guidance to borrowers; ascertaining and analyzing borrower's financial capacity, and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan; and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs.
