This position is the Laundry Operations Specialist, for Environmental Management Service (EMS), at the VA Medical Center, in Lake City, Florida. Areas of responsibility include Lake City Veterans Affairs Medical Center (VAMC), Gainesville VAMC and all outlying clinics which includes three Outpatient Clinics (OPC'S) and eight Community Based Outpatient Clinics (CBOC'S) for each facility.

Duties

As an integral member of EMS, typical responsibilities include but are not limited to: Serves as Textile/Laundry Specialist for VISN 8 consolidated Laundry/Textile care plant to include Lake City VA, Gainesville VA and all outlying OPS'S and CBOC's which may include Revenue Generating sources. Serves as the Contracting Office Technical Representative (COTR) for various EMS projects. Serves as Manager of Laundry Plant with an average output of approximately two and a half million pounds of soiled linen. Assures subordinate supervisors and employees effectively carry out policies to achieve management objectives. Recommends promotion or reassignment of subordinate supervisor and employees make formal appraisals initiated by subordinate supervisors and acts on personnel problems referred by them. Investigates grievances and complaints, resolves them informally, if possible and notifies supervisors of those of sufficient importance or seriousness. Maintains administrative records. Responsible for an annual budget. Establishes performance monitors that assess program effectiveness. Laundry Operations Specialist will be responsible for the Consolidated Laundry/Textile Care Facility which equipment. Assigns, controls and directs human, equipment and monetary resources to maximize desired outcomes as evidenced by the performance measures. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serves as a liaison on several committees to obtain results that are consistent with the mission, vision, values and goals of the service. Develop annual budget. Provide annual reports to VACO as well as various other reports due quarterly, monthly and weekly. Maintain frequent contact with external vendors regarding supply needs. Practice and support all existing safety regulations relevant to this position. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or two full academic years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two years of graduate education. PREFERRED EXPERIENCE: Association for Linen Management (ALM) certification AND Registered Laundry and Linen Directors (RLLDs) certification. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work involved considerable physical exertion of walking, driving, bending and lifting moderately heavy equipment or other items weighing less than 50 pounds. May be required to walk, drive in inclement weather from building to building or from Medical Center to various locations.
