DCSA CAS, Behavioral Science Branch, is seeking an experienced psychologist to advise personnel security specialists on psychological conditions/substance use. The incumbent will prepare specialized consultations to adjudicative staff and serve as a technical expert on risks for espionage, sabotage or directed violence, and oversee our contractor evaluation program. This is a unique opportunity for clinical and forensic psychologists who have extensive knowledge of personnel security issues.

Duties

The Fort Meade local commuting area includes the District of Columbia and Baltimore City; Maryland counties of Anne Arundel, Prince George, Montgomery, Howard, Harford, Charles, Calvert, Carroll, Frederick and Baltimore; Adams County in Pennsylvania; Virginia counties of Arlington and Fairfax and all cities existing in Maryland, Virginia, and Pennsylvania within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties OR who resides or is currently employed in the Washington, DC local commuting area, which includes the entire area within the boundaries of Washington, DC; the Maryland counties of Anne Arundel, Baltimore, Calvert, Carroll, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, St. Mary's, and Washington; and the city of Baltimore and all cities in the geographic area bounded by the outer boundaries of the combined areas of the counties listed above; the Virginia counties of Albemarle, Arlington, Clarke, Culpeper, Fairfax, Fauquier, Greene, King George, Loudoun, Madison, Orange, Prince William, Spotsylvania, and Stafford; and the cities of Alexandria, Fairfax, Falls Church, Fredericksburg, and all cities existing in the geographic area bounded by the outer boundaries of the combined areas of these listed Virginia counties; Adams County in Pennsylvania; Morgan, Berkeley, and Jefferson counties in West Virginia. As a SUPERVISORY STAFF PSYCHOLOGIST you will be responsible for the following duties: 1. Serves as primary point of contact and SME to review quality of psychological evaluations received by contracted evaluators and other professionals employed by or acceptable to the US Government. Assumes first-level psychological oversight responsibility of the NISP/4th estate evaluation program 2. Consults and communicates directly with other psychologists, personnel security adjudicators, attorneys and supervisors on psychological conditions and behaviors of concern which may be relevant to personnel security 3. Creates concise and informative reports for personnel security professionals, insider risk professionals, and security leadership based on an expert level knowledge of psychological principles. 4. Provides technical consultation and coaching to embedded psychologists, consulting psychologists, attorneys, and personnel security specialists on a routine and exigent basis. 5. Reviews work products of allied professionals, such as personnel security specialists and consulting and embedded psychologists for technical accuracy and professional sufficiency standards from a psychological perspective; works with division and organizational leadership to rectify defects in a time-sensitive manner and ensures that overall contract compliance is maintained. 5. Provides trainings, research presentations, or orientations to work groups within PV, DCSA, DOD and other USG and professional agencies, alone or in coordination with personnel security specialists. 6. Provides professional support to ensure branch-wide productivity of adjudicators, psychologists and other branch members meet CAS, PV and DCSA standards 7. Communicates directly with duly qualified medical professionals when opinions, reports or other work products received are ambiguous or lack sufficient specificity to be adjudicatively useful; resolves conflicts collaboratively, maintaining professional comportment.

  • A PhD or PsyD as a clinical or counseling psychologist from an APA-approved program is highly desirable.
  • Must be licensed clinical psychologist in a US state of territory.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG/GS-13) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Incumbent must have expert level knowledge of the interface between psychological conditions and personnel security. This experience would be obtained working within an embedded security position or consulting closely with personnel security professionals at the GG-13 level or above. - Experience consulting directly with personnel security specialists/adjudicators as a embedded or consultant psychologist - Extensive familiarity with psychopharmacology and other psychological treatments - Expert knowledge of psychopathology including personality disorders and substance use disorders - Providing briefings on psychologically relevant topics to a variety of audiences, including senior leaders Specifically you will be evaluated on the following competencies: Psychology - Knowledge of human behavior and performance in various contexts, mental processes, or the assessment and treatment of behavioral and affective disorders. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Reasoning - Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
