The Assistant Chief Supply Chain Officer (ACSCO) is a supply chain management specialist located at the Atlanta VA Health Care System (VA HCS) and supported catchment areas, responsible for the development and integration of a cohesive supply chain; supports oversight, guidance, management, and integration of supply chain operations, including planning and coordination with fiscal, acquisition, clinical and administrative operations.

Duties

The ACSCO serves as the alter ego to the Facility Chief Supply Chain Officer (FCSCO) and is assigned continuing responsibility for managing a major part of the Logistics Service in the SCM program with the direction and opinion of this role having the same authority given to the Service Chief. Duties include but not limited to: Serves as the senior logistics management officer for a VA HCS and supported catchment area, integrating logistics and related support and services for the supply chain, expendable/nonexpendable and capital equipment, inventory management, storage and distribution operations, total supply support. Exercises supply chain management responsibility for the coordination and integration of new technology and/or implementation of new supply/equipment requirements. Maintains the logistics and supply chain management system by integrating operations that involve planning, coordinating, and evaluating the logistical and supply chain management actions required to support the complex requirements of a large healthcare system. Serves as the senior VA HCS logistics expert; maintains extensive knowledge of supply chain systems and requirements necessary to provide direct support to the Atlanta VA HCS. Develops performance measurement to include statistical analysis, workload projections, and process management. Conducts audits, compliance reviews and program effectiveness/efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives, and procedures. Ensures data integrity of the Atlanta VA HCS and supported catchment area level measures and supporting data systems. Oversees all activities that will be involved in providing the needed logistics support, to include capital asset planning, strategic sourcing of commodities through vehicles such as the Medical/Surgical Prime Vendor (MSPV) contract and other contract vehicles. Leads in the standardization of recurring-use supplies, equipment, automating inventories of supplies and equipment and improving logistics services. Serves as the liaison to the VISN, Office of Acquisition and Logistics (OAL&C) and the VHA Procurement and Logistics Office (P&LO); to include the Director of the appropriate acquisition Regional Procurement Office (RPO). Serves as the Chairperson or Co-Chair (with the Facility Chief of Staff) of the Medical Center Clinical Product Review Committee (CPRC), exercises delegated approval from the Medical Center Director to approve all trials and evaluations for new products and equipment. Mentors and guides Atlanta VA HCS logistics personnel, including interns resulting from the national Logistics and Acquisition Training Programs. Develops plans, milestones, and policy for the accomplishment of assigned functions on an immediate and long-range basis. Develops and implements procedures and methods for accomplishment of assigned functions in accordance with directives and regulations. Reviews work completed by subordinates, accepting, amending, or rejecting work as appropriate. Assures that subordinates are trained and fully comply with the provisions of such programs as Equal Opportunity, internal controls, Persons with Disabilities, Labor - Management Relations, and other similar special emphasis programs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Leading others and serving as a senior logistics management specialist in supply chain management; Assisting with the direction and control of logistics planning; Analyzing product delivery or supply chain processing to identify or recommend changes; Performing data and statistical analysis to identify improvement opportunities; Supporting logistics support activities in areas of acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations.; Exercising supervisory authority and responsibilities involving work assignments and reviews, as well as the administrative and personnel management functions relative to the staff supervised. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary, but requires visits to warehouse and storage areas, loading docks and other facilities.
