Duties

The primary purpose of this position is to serve as the Facility Onboarding Specialist, performing a full range support for evaluation of sections as it relates to "onboarding", and the administrative managerial activities and responsibilities, including resource management and allocation, and tracking metrics/analysis and performance improvement of the facility onboarding process. This includes participating in and contributing to the integration and coordination of administrative and allied health services in carrying out the Medical Center's basic patient care mission. - Coordinates long-and- short term reviews of onboarding goals, many of which require an evaluation and analysis of the impact on services utilizing qualitative and quantitative techniques. - Involved in strategic onboarding and workforce planning for the Medical Center. - Independently manages the onboarding process throughout the facility. - Responsible for successful outcomes and products that impact Facility level initiatives and implementation strategies pertaining to the onboarding process. - Coordinates and communicates on behalf of the Associate Medical Center Director when assigned to various projects and initiatives. - Conducts analytical studies on particular operational processes, issue topics, or related special projects. - Interprets administrative policies, develop, and implement new policies, define administrative requirements, and provide advice to top management on related issues. - Retrieves and gathers confidential data, organizes it, prepares it for the Associate Medical Center Director and entire ELT to inform individual assessments and meetings with VISN personnel, Service Chiefs, and ELT members. - Works with the Associate Medical Center Director to accelerate strategy implementation and change by means of the analysis and evaluation. - Serves in a key role for planning, organization, development, direction, and evaluation of the Associate Medical Center Director's Office, in support of the facility and VISN activities. - Processes incoming and outgoing materials such as correspondence, reports, memorandums, and other forms of written communication. - Schedules appointments, maintains calendars, coordinates meetings, and schedules conferences and meetings. - The incumbent is responsible for the analysis and resolution of a wide variety of complex management problems encompassing administrative and clinical aspects of the Medical Center and VISN operations. - Provides for budgeting and policy management support. - Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. BASIC REQUIREMENTS: Education: Undergraduate and Graduate Education: Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. GS-13 GRADE REQUIREMENTS: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert knowledge of the assessment and improvement of program effectiveness and the improvement of complex management processes and systems. Knowledge of a broad range of administrative directives, policies, regulations, and precedents applicable to the administration of a complex clinical support service across the healthcare system. Expert knowledge and skill in the use of computer software equivalent to Microsoft Word, Excel, Power Point, Access, Outlook, SharePoint, and VISIO. Expert knowledge of the range of administrative and human resources laws, policies, regulations, and precedents applicable to the administration of Learning, Innovation, and Leadership Development Department programs. Expert knowledge and skill in applying analytical and evaluative methods and techniques to detect, deliberate and resolve issues or problems with practices or policies. Knowledge of budget and fiscal management considerations in order to make budget projections and make recommendations regarding financial requirement. Skill sufficient to prepare and deliver briefings to service managers on study findings and recommendations. Ability to manage day-to-day operations and triage/prioritize immediate needs, including troubleshooting a wide variety of issues on any given day. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. This work may also include walking distances between buildings, carrying/ lifting small and/or lightweight office type equipment (e.g., telephones, audiovisual equipment, conference call equipment, etc.) Work Environment: The work is typically performed in an adequately lighted and climate-controlled office. The office is shared and located in an are available to walk in customers.
