About the Position: The person in this position independently develops, plans, and carries out the operation of the security program for the Blue Grass Army Depot and as such, functions as the principle advisor and final authority on all depot security matters, and is responsible for the implementation of depot security programs relative to physical security, force protection, counter-terrorism, personnel security, law enforcement, and security education and training.
Duties
Responsible for the direction, planning, formulation, development, coordination and implementation of depot security programs and policies.
Participate in the development, testing and execution of all depot contingency, mobilization and emergency plans and ensure all security issues are addressed appropriately.
Maintain liaison with local and Federal law enforcement agencies, as well as intelligence offices of all military departments concerning security related matters.
Conduct special studies, compile statistical data, analyze trends.
Develop and/or revise plans, policies, procedures as required in response to changing conditions and threat assessments, and to ensure overall consistency with security regulations, concepts, principles and practices.
Periodically review job descriptions of subordinates for currency and accuracy, initiating changes to reflect changes in duties.
Effectively communicate in order to coordinate security requirements with, and/or provide advice and assistance to, all levels of management or law enforcement agencies relative to security requirements.
Review inspection reports, physical security surveys, military police reports, investigative reports and other progress summaries.Edit Item
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Must qualify for and remain qualified for the Chemical Personnel Reliability Program to include random urinalysis as specified in depot procedures and AR 600-85.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes preparing, planning, tracking, and presenting plans affecting the Directorate of Emergency Services; providing supervision and leadership to personnel in the directorate and direct supervision of supervisors and leaders; experience and knowledge in areas of Plans and Operations, Anti-terrorism, and physical security programs; facilitating training programs and managing human resource issues; serving as direct point of contact for visits and inspections; conducting evaluations, creating policies, and administering a variety of programs related to the directorate. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above]).

Time in Grade Requirement: For the GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Time-in-grade requirements must be met by the closing date of this announcement.
