Is responsible for the Building Repair Shop located within the Maintenance and Operations Section of Engineering Service at the Hampton Veterans Affairs Medical Center. As such, Is the first line supervisor for subordinate employees within the shop and exercises complete administrative and technical control over the unit. This position oversees repairs to structures that cover over one million square feet of administrative and clinical space.

Duties

Planning Responsible for all personnel and administrative matters involving the Building Repair Shop of Facilities/Maintenance & Operations Section. Within the limits of policies, regulations and procedures, has authority for personnel and administrative actions and administers management programs. Helps establish local policies and represents management as required. Plans, schedules and prioritizes work assignments. Tracks and reports progress on assignments. Makes recommendations for organizational and operational improvements. Responsible for ensuring deadlines and schedules are met. These may vary, but usually are set by higher management to fulfill a projected need. Will make surveys of existing buildings and facilities to determine the need for repairs and replacements. Coordinates with other shops as necessary to complete assignments and performs space and utility certifications. Work Direction Develops standards, methods, and procedures using established National Codes, trade work practices, and VA standards as guidelines. Equipment and material needs are determined utilizing the following: Scope of the work or task requirements. Results of cost estimates. Precautions necessary to protect patients, environment, personnel and equipment. Responsible for performance and customer service of personnel as well as promptness in meeting emergency situations which arise. Assigns work and provides direction and help in accomplishing difficult work steps. Directions are usually verbal, by work order, electronic or by memorandum. Observes work in progress to anticipate and resolve problems. Performs final inspection on work for important jobs. Reports work delays. Oversees work involving all building components both interior and exterior. Administration Establishes and keeps performance standards under immediate supervision subject to approval of the Supervisory Facility Operations Specialist and Chief, Engineering and insures that employees receive a midterm performance review and an annual performance rating. Makes recommendations for promotion or reassignment, takes disciplinary actions and maintains good discipline and employee morale. Initiates recommendations for performance above and beyond the norm. Advises and counsels subordinates on how to improve their performance. Participates in interviewing applicants for vacant positions. Certifies time cards and approves all leave requests. Ensures shop has staff to perform assignments. Responsible for the development of in-service training plan to cover employee orientation in shop function and work practices. Explains new work techniques and management programs to. Assures training requirements are met by all shop personnel. Also, develops and implements a shop safety Standard Operating Procedure, as well as conducts meetings that cover topics that ensures safety when performing work tasks. Counsels employees, adjusts informal complaints and grievances through discussion with employees and union representatives and initiates disciplinary actions as needed. Sees that employees observe regulations and rules on housekeeping, security of shops, conduct, safety, etc. In cases where procedures or regulations are not correctly adhered to, initiates a plan of corrective action to include, but not limited to, disciplinary action as appropriate. Ensures the completion of assignments and work orders to include accountability for labor, materials, work performed, completion date and other pertinent data. Interprets specifications, drawings, work orders, etc. Follows up on delayed delivery of material, equipment repair, defective supplies, or other conditions slowing down work or which will cause deadlines not to be met. Assures that work orders are completed within established station policy guidelines and prioritized accordingly and assures the completion of Environment of Care work orders as required. Writes service contracts for replacement of flooring, windows, replacement or addition of building service equipment, assisting in or writing specifications for modifications, to handling small projects. Performs Contracting Officer Technical Representatives duties. This includes monitoring the Contractors Performance, assuring accurate review of submittals, processing payments, assuring code and safety compliance over technical aspects, making site visits to the area under construction and keeping the Contracting Officer abreast of contractor performance. Prepares Equipment Requests for the Shop. Sees that all personnel maintain adequate stock of parts and supplies, maintain records, and furnish reports as assigned. Ensures that all units have established follow-up procedures on all undelivered 2237's that are 30 days and older. Physical Requirements: This position requires walking, standing, bending, sitting, crawling and climbing. Incumbent must have good vision and hearing and be subject to annual physical screening by Employee Health. Working Conditions: This position requires working occasional overtime, in uncontrolled environments, from ladders and rooftops. Occasionally is subject to very uncomfortable and possibly dangerous working conditions and exposure to hazards normally encountered in the hospital trades and various types of infections.
