The Fisher House Program provides temporary accommodations and support for families, support persons and Caregivers of Veterans and Active Duty Military receiving treatment at major military and VA medical facilities. VA Fisher House accommodations are provided at no cost to guests and located within walking distance of the treatment facility. The Housing Manager serves as supervisor of the Fisher House program reporting directly to the facility Associate Director.
Duties
The Housing Manager reports on Fisher House program operations and status directly to the National Program Manager, VA Fisher House program located in VA Central Office. The core duties of this position include but are not limited to:
Distributing community resources in support of organizational goals, objectives and strategic priorities.
Conducting and analyzing comprehensive needs assessments for optimal alignment of the program in support of the organization's mission and goals.
Making program adjustments that maximize human, financial, and in-kind resources to build capacity and services for the organization and its stakeholders.
Providing technical and administrative supervision to subordinate *6. Overseeing the daily operation of a unit and ensuring agency policies and priorities are being followed.
Developing performance standards and evaluating work performance of subordinates.
Preparing the organization for key shifts in priorities, policies, or operating procedures. *9. Functioning as a primary external communications liaison to community partners.
Strategic advisor to executive leadership for the utilization of community resources in support of operational goals, assesses risks, anticipates outcomes, and alternative strategies.
Monitors expenditures and uses cost benefit thinking to set priorities.
Monitoring all donated monetary funds at the healthcare system level within the station's General Post Fund (GPF) Accounts.
Exercising discretionary authority to approve the allocation and distribution of funds.
Work Schedule: Monday - Friday | 8:00 AM - 4:30 PM CST (Some after hours and/or weekend work may be required on occasion.)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Examples of appropriate SF-50s include:
Within grade increases at the highest grade held; or

In addition to the Time-in-Grade Requirement, you must also meet the specialized experience as described below to qualify for the Accountant position at the GS-12 grade level.
GS-12 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as:
Providing customer support to patients and family members.
Coordinating and organizing resources.
Developing strategic plans, policies, preparing briefings and special events.
Establishing local policies and procedures implementation. regarding operations, local policy, and procedure implementation.
Overseeing the daily operation of a unit and ensuring agency policies and priorities are being followed.
Exercising discretionary authority to approve the allocation and distribution of funds.

PHYSICAL REQUIREMENTS: Work is generally sedentary; however, it requires a fair amount of standing, walking, walking up and down steps, and bending. The Housing Manager may be required to approximately lift 25-50 lbs.
