This position is located in the Medical Supply Distribution (MSD) area of Supply Chain Management in a Veteran Affairs Health Care System (VA HCS) and supported catchment area. The primary purpose of the position is to ensure that supplies and materials are distributed to all areas serviced by Supply Chain Management. The work requires knowledge of applicable policies and procedures as well as inventory systems. This is a 24/7 operation.

Duties

Duties include but not limited to: Maintain stock at primary and secondary inventory locations for all clinical and administrative services. Pull stock inventory and material from main inventory for delivery. Identify and resolve issues/ needs of clinical and administrative customers; escalate to supervisors or Inventory Management Specialist as needed. Maintain records on stock levels; recommend revisions in stock levels; communicate to the lead or supervisor any concerns related to supplies, equipment and procedures; communicate with customers and vendors to obtain information regarding medical supplies. Monitor expiration dates, rotate stock to limit outdates and remove items from use as required by outdates. Check inventory for stock identified for recalled items and hazard alerts; ensure critical supplies are appropriately monitored and controlled; resolve deviations when possible; escalate significant deviations to the Inventory Management Specialists. Daily inventory of primary and secondary inventory points using bar coding equipment; resolve difference between records and physical count of stock. Distribute items according to established or ad hoc requirements in computerized inventory management systems such as GIP; utilize a pager or similar device to expedite the pick/ delivery of items needed in user areas throughout the VA HCS and supported catchment area; fill requests for items based on daily schedules. Deliver supplies, ensuring supplies and material are delivered in a sterile and operational condition. Complete specialty cart preparation and stocking. Clean assigned secondary areas (shelve and bins) in accordance with aseptic principles as published in infection control guidelines, local Standard Operating Procedures (SOPs), and Joint Commission standards as scheduled. Unpack/ uncrate supplies from shipping cartons; store supplies and material in main/ primary inventory areas in accordance with established guidelines. Work Schedule: Shifts and scheduled days vary due to 24/7 operation of Supply Chain Management. Shifts can be any of the following- 6:00 a.m. - 2:30 p.m. or 2:00 p.m. - 10:30 p.m. or 10:00 p.m. - 6:30 a.m. on any day of the week, to include weekends and holiday and you are not guaranteed desired shift as the position is dependent upon needs of the service. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: providing supplies and material to clinical and administrative areas of a complex health care facility; scanning, bar-coding, receiving, storing and distributing medical and surgical supplies, instruments and other material; pulling stock, replenishing stock and maintaining records on stock levels; monitoring expiration dates; cleaning assigned areas in accordance with aseptic principles; utilizing an automated system to maintain inventory; and answers customer questions regarding supplies and materials. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond in excess of the first 60 semester hours (i.e., beyond the second year). One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires standing and walking during the entire workday, and frequent reaching, bending and lifting of supply packages (occasionally weighing as much as 50 pounds). Work requires pushing loaded carts of medical supplies (weighing in excess of 100+ pounds). With proper assistance, moves heavier items' weighing over 40 pounds.
