Serves as the Supervisory Administrative Services Manager (SAS) for the Service Line Director of Nursing (DON) of Surgical Service within Nursing Executive Office (NEO) and is part of the administrative leadership team reporting directly to the Health Systems Specialist. The incumbent manages the administrative requirements for Surgical Services, a Service Line within Nursing Executive Office (NEO).

Duties

Major duties include but is not limited to: Planning the work to be accomplished by subordinates by setting and adjusting short-term priorities and prepares schedules for completion of work. Evaluating the work performance of subordinates, developing and/or updating annual performance plan for subordinates and ensuring the staff has competency assessments completed in accordance with the expectation of HR-12. Interviewing candidates for positions and recommending appointment, promotion, or reassignment. Giving advice, counsel, and/or instructions to employees on both work and administrative matters. Finding ways to improve production or increase the quality of the work while they maintain a healthy work environment where staff satisfaction is exceptional. Ensuring all actions for Surgical Services are completed in accordance with Human Resources and VAPSHCS policies and regulations for all matters involving recruitment, promotions, performance, awards and recognition, position classification, new employee orientation, training, disciplinary action, and competency assessments for all clinical/non-clinical staff in the Federal Wage, Title 5, Title 38 and Hybrid Title 38 pay systems. Preparing Manager Self-Service to submit SF-52 requests Monitoring and making necessary adjustments to Surgical Service staff's labor mapping every pay period. Developing and/or updating position descriptions and functional statements for Service Line staff and tracking authorized positions and proposed updates to the Service Line's organization chart. Performing qualitative and quantitative analysis including data retrieval, data analytics, report creation, records and statistical computations for accuracy and propriety. Routinely develops and prepares graphic charts with narrative comments to supplement reporting systems. Collaborates with the COR and assists in conducting competitive sourcing studies. Analyzes and researches workload processes, office procedures, coding practices, statistics, records, reports, and other pertinent issues to work through data issues and assist in determining the best practice for capturing data and ensuring its accuracy regarding Surgical Service. Consolidates, coordinates, and reviews total Procurement Request (PR) packages. Records and reports the status of contract requests and actively monitors milestones placed upon customers in the procurement process. Monitors contract programs procurement reports, procurement requests, and funding documents to ensure consistency and compliance with procurement and funding regulations. Serves as the Surgical Service Equipment Program Manager. Performs management analysis duties related to the Equipment Authorization and Usage Program. Evaluates requests and conducts research of all available information for equipment requirements, authorizations, documentation and usage. Work Schedule: Monday - Friday, 7:30am to 4:00pm Telework: Ad-Hoc may be authorized - VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet Time-In-Grade and Specialized Experience requirements within 30 days of the closing date of this announcement, 09/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing administrative functions within an organization; planning and coordinating work to be accomplished by other staff; gathering and analyzing data in order to make recommendations to resolves issues and improve operations; assisting with human resources functions; applying knowledge of policies, regulations, and guidelines pertaining to the effective operation of a program; assisting with contracting functions and managing procurement; and preparing reports and/or written correspondence. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.
