About the Position: Serves as the Senior GIS/Environmental Data Management Specialist with emphasis on GIS and Environmental Data Management Systems. The Senior GIS/Environmental Data Management Specialist gathers, inputs, interprets, and analyzes qualitative and quantitative data on a wide variety of factors impacting on environmental and ecological conditions.
Duties
Collects sample data (chemical, radiological, and biological) from various projects and spatial data from local, regional, state, and federal agencies and organizations, military installations, private entities, and Architect-Engineer firms.
Performs or oversees data entry, data creation, data organization, data management, and geo-processing entering map and tabular data into the GIS and/or other database formats
Performs multi-layer map creation and editing, generates map and report products, and reviews map data for technical adequacy submitted by contractors or project customers.
Utilizes an extensive knowledge of relational data management systems for the storage and management of environmental sampling data.
Works with various data users to implement database designs, data standards, and data dictionaries for additional instances where relational data management solutions.
Creates custom data collection applications via a variety of GIS software and applications to help ensure a high level of accuracy is obtained from field data collection efforts in post-processing GPS collected data/information.
Based on professional and specialized knowledge in the fields of conceptual site modeling, geostatistics and 3D modeling, determines the spatial and vertical extent of contaminated (radiological and non-radiological) soil and groundwater.

.Basic Education requirement:
GS-1370: Cartographer - Cartographer OPM Standard
Specialized Experience: One year of specialized experience which includes: providing support by utilizing concepts, principles and practices applicable to engineering, surveying, photogrammetry, mapping, Geospatial sciences, geographic information systems, remote sensing, and scientific data visualization, and of their applications to Geospatial operations and analysis as they relate to mapping and GIS tasks; participating in contract technical evaluations to insure contractor's technical/professional capabilities and equipment meets the requirement of the contract; maintaining an array of geospatial databases and software packages such as ArcMap, ArcGIS Pro, ArcGIS Online, ArcGIS Server, ArcGIS 3D Analyst, ArcGIS Spatial Analyst, Python, Google Earth or equivalent software. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).Some federal jobs allow you to substitute your education for the required experience in order to qualify.
