The incumbent serves as the primary Secretary to Chief of Police Service with responsibilities for coordination and management of personnel, budgeting, contracting, supply, fiscal management, and other areas concerning administrative management matters in support of the security and police programs.
Duties
The Secretary (OA) serves as the primary Secretary (OA) to the Healthcare System Chief, Police Service with responsibilities for coordination and management of personnel, budgeting, contracting, supply, fiscal management, and other areas concerning administrative management matters in support of the security and police programs. The primary duties of the Secretary (OA) include, but are not limited to:
Serve as the primary administrative point of contact with police service for internal and external customers.
Collect, organize and/or track information in support of the security and enforcement program.
Manage the internal review process to ensure compliance with a variety of regulatory program requirements within Police Service.
Maintain the Chief's calendar, schedules, appointments, meetings, conferences, and seminars and briefs him/her on matters to be discussed.
Arrange travel, prepare travel vouchers, and make airline and lodging reservations.
Coordinate and assist in the completion of personnel actions, performance appraisals, adverse and disciplinary actions, and gather information to be used by the Chief, Police Service.
Receive all requests for fingerprints. Prepare and transmit files pertaining to these requests.
Contact and dispatch VA Police to all types of call received at his/her desk, both routine and emergency.
Maintain control point funds and inventory records. Develop, formulate, justify and provide all essential data for the annual budget.
Serve as timekeeper, supply clerk and ADP (Automatic Data Processing) coordinator.
Gather data for the compilation for reports, both routine and spontaneous.
Assist in the development of written policies and procedures, competencies, performance standards, job descriptions, time and attendance reports, work schedules, etc.
Coordinate violation notices with supervisors when employees are involved and administer the US District Court Violation Notice process.
Work Schedule: Monday-Friday, 7:30AM-3:30PM
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023.
Specialized Experience: Applicants must have one (1) full year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience include work that demonstrates knowledge of correct grammar, spelling, punctuation, capitalization and format to prepare and edit written correspondence and reports, knowledge of various office automation; proficient in the use of Microsoft Word, EXCEL and PowerPoint; writing and reviewing a variety of security and government related correspondence; collect, organize and/or track information for records/reports; update and maintain administrative records; maintain supervisors calendar, schedule, appointments, meetings, conferences and seminars; arrange travel (i.e. airline/lodging reservations, etc.) and prepare travel vouchers; serve as timekeeper, supply clerk and ADP (Automatic Data Processing) coordinator; and maintain fund control points and inventory records; experience in security and/or police administration is a preferred. Note: To receive credit for qualifying experience, it must be documented in your resume.

Combination of Experience and Education: Applicants may qualify for this position with a combination of specialized experience and education. Only education in excess of the first 60 semester hours is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (Transcripts must be submitted application package - coursework/grades and, if applicable, degree reflected as conferred with date. Unofficial transcripts are sufficient.)

Physical Requirements: The work is sedentary; typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work, but the incumbent is, at times, exposed to potentially dangerous and volatile individuals that frequent the duty station. She/He must, therefore, be familiar with security procedures as well as self-defense techniques.
Work Environment: The work is primarily performed in an office-like setting involving everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, and private or commercial vehicles, using safe work practices with office equipment, avoiding trips or falls, observing fire regulations and traffic signals, etc. The work area is adequately lighted, heated and ventilated.
