This position is located in the Facility Management of the Facility Support Directorate located in the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, IL. The FHCC is larger than just a single facility, but rather a system of facilities throughout Northeastern IL which provide medical and dental services to U.S. Military Veterans, Active Duty and eligible beneficiaries. The incumbent maintains and repairs the electronic HVAC systems utilized at this facility.

Duties

Incumbent of this position will perform a wide range of duties including, but not limited to the following: Troubleshoot computer-based HVAC systems, station fire alarm system and variable speed AC and DC controllers, as well as, relay logic and controllers and older electronic technologies. Establish and maintain documentation files for all systems. This documentation includes drawings, programs, sequences of operation, preventive maintenance records, and machinery history records. Field check and mark up control and associated drawings of existing systems for Engineering Draftsman to update. Check out newly installed systems to ensure: The systems operate properly according to the design criteria. The systems documentation (drawings, programs, sequences of operation) are correct. Corrections to system operation or documentation are carried out properly and are properly documented. Evaluate conditions of all HVAC system components. Perform inspections of station fire alarm systems. Critique current HVAC maintenance practices and recommend improvements. Recommend HVAC upgrade projects. Provide training to maintenance tradesman regarding all types of complex systems operations and maintenance and specialized troubleshooting techniques. Troubleshoot and resolve problems related to controls and alarm systems of all equipment, as assigned. Provide technical assistance and project support for proposed and on-going renovation and construction systems with controls. Interface with outside manufacturers in the repair of failed systems and installation and checkout of new systems. Review plans for new installations during design stage. Interpret engineering drawings as to layouts, location, and operation of all types of control or controlled systems at this facility. Make up engineering drawings, along with sequence of operation analysis, for all types of complex control or controlled systems as required where such drawings are missing, the systems have been modified, or where original drawings are incorrect. Maintain the computer based building automation system (CBBAS). Present written and/or oral reports on various aspects of control equipment status and/or proposed systems or system changes. Skill and Knowledge: Knowledge of control system theory of sufficient depth to enable the incumbent to figure out how systems work when systems' schools are not available and to train others in this area of knowledge. Knowledge of electronics theory of sufficient depth to troubleshoot present systems, to understand the jargon used while studying new systems, and to train others In both basic electronics and systems operations and maintenance. Ability to read, understand, and apply Information from technical data sheets to be able to both repair and make minor design modifications that may be necessary to repair or improve the operation of equipment controls. Ability to use appropriate gauges, electronic/electrical test equipment, and mechanical measuring devices as necessary to perform the duties listed. Knowledge and ability to program, operate, and maintain the CBBAS for purposes of troubleshooting, modifying or improving systems' operation and/or efficiency. Knowledge and ability to read, interpret, and sometimes write computer programs written in BASIC, CAL-1, and PASCAL computer languages for the purpose of troubleshooting, modifying, or improving control systems' operation and/or efficiency. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: Incumbent must be capable of lifting, carrying, and moving heavy loads (weighing up to 50 pounds), stooping, climbing, standing, walking, squatting, kneeling, etc. Often works in cramped spaces which involves muscular strength and sustained physical effort. May be required to work at variable heights to accomplish assigned tasks.
