This position is located in the Department of Defense Office of Inspector General (DoD OIG). The incumbent of this position will work within the Office of the Deputy Inspector General of Investigations (DIG INV), Defense Criminal Investigative Service (DCIS) Field Offices. Please note: There is one (1) vacancy at each location shown.

Duties

Plans, organizes, and conducts covert and overt surveillances, interviews suspects, subjects, complainants and witnesses, administers oaths, carries firearms, serves search warrants and conducts searches and makes apprehensions when required. Presents investigative findings both orally and in report form to U.S. Attorneys for determination of the prosecutorial merits of the case. Plans, organizes, and conducts physical security and asset protection surveys of DoD facilities where billions of dollars of material and classified defense information are stored. Analyzes and evaluates investigative results, organizes them in a logical manner, and prepares clear, complete and concise final reports. Testifies before grand juries, courts, and administrative hearings on results of completed investigations.

  • Position has been designated as Special Sensitive; incumbent is required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
  • May require travel internationally and/or deployment to Southwest Asia.
  • Males born after 12/31/1959 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • This is an Excepted Service position and an applicant receiving such an appointment does not acquire competitive civil service status.
  • This position requires a pre-employment physical exam and a pre-employment physical readiness test. A physical readiness test is required for the duration of employment.
  • This position requires qualifications to carry and use government-owned firearms as part of assigned duties (as a condition of employment you must maintain this qualification).
  • The applicant selected for this position must be able to qualify and maintain authorization to carry firearms including no current or previous domestic violence charges/convictions.
  • Employees are ineligible for this position if, at any time, they have been convicted of a misdemeanor crime of domestic violence, unless the conviction was expunged, set aside, or he/she received a pardon.
  • Incumbent will be required to work, or be available to work substantial amounts of unscheduled overtime duty based on the needs of the agency.
  • Compensation for this unscheduled overtime is in the form of a special form of premium pay fixed at 25 percent of the adjusted salary (basic and locality).
  • Incumbent must have completed the required 14 weeks of Criminal Investigator Training at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia.
  • If you have not previously successfully completed a trial or probationary period with the Federal Government in a similar position, you will be required to serve a two year trial period.
  • Requires the incumbent to possess and maintain a valid state driver's license.
  • This position requires employees to agree to a Mobility Agreement. Selectees will be required to sign the Mobility Agreement as a condition of employment.
  • Federal employees currently serving in the Competitive Service must acknowledge that they will voluntarily leave the Competitive Service by accepting an offer of employment in the Excepted Service
  • This position is covered by the special retirement provisions for Federal Law Enforcement Officers (FLEO). Candidates without previous FLEO service must be under age 37.
  • Requires the incumbent to submit to a screening test for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with the DoD OIG.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements below. Medical Requirements The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying. Specialized Experience for GS-11: You must have at least 52 weeks of specialized experience at the GS-09 level in the federal service or at an equivalent level, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as applying inspection, investigation, enforcement, and/or compliance principles, concepts, and methodologies; laws, regulations, guidelines, and precedent decisions; requirements of various legal jurisdictions; and practices common to industries and entities regulated by applicable programs. These acquired knowledge and skills must demonstrate skill to independently perform duties such as: identify sources of information to detect illegal activity and document issues or probable cause; conduct investigations using accepted methodology and problem-solving techniques; take statements from witnesses, third parties, and other knowledgeable persons; research, analyze, interpret, and evaluate data and information to make appropriate recommendations; and prepare reports and technical information. OR Education: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL., or J.D in a field directly related to the position. To be creditable, education must have been obtained from an accredited college or university. (You MUST submit transcripts or proof of education to verify your claim. OR Combination of experience and education which when combined totals 100% of the necessary education and experience to qualify for this position. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (You MUST provide transcripts or proof of education to verify your claim.) NOTE: Applicants MUST provide a copy of their CITP certificate of completion or CITP transcripts showing successful completion. Specialized Experience for GS-12: You must have at least 52 weeks of specialized experience at the GS-11 level in the Federal service or at an equivalent level. Specialized experience is defined as: substantive skill in planning and conducting investigations relating to alleged or suspected criminal violations of Federal laws; recognizing, developing, and presenting evidence to reconstruct events; sequences, time elements, relationships, responsibilities, legal liabilities, and conflicts of interest; devising new investigative approaches, techniques and policies; preparing written documentation such as reports, describing evidence, recording facts about persons, objects and events; communicating instructions verbally, presenting case facts and recommendations, conducting interviews and interrogations; assisting other criminal investigators, management, and US Attorneys under the guidance of a senior level in investigator. Specialized Experience for GS-13: You must have at least 52 weeks of specialized experience at the GS-12 level in the Federal service or at an equivalent level. Specialized experience is defined as: mastery of skill in planning and conducting investigations relating to alleged or suspected criminal violations of Federal laws; recognizing, developing, and presenting evidence to reconstruct events; sequences, time elements, relationships, responsibilities, legal liabilities, and conflicts of interest; devising new investigative approaches, techniques and policies; preparing written documentation such as reports, describing evidence, recording facts about persons, objects and events; communicating instructions verbally, presenting case facts and recommendations, conducting interviews and interrogations; assisting other criminal investigators, management, and US Attorneys. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
