This position serves as an Correspondence Specialist for the Indian Health Service (IHS), Office of the Director (OD). The incumbent in this position serves as an Agency liaison with the Office of the Secretary's Executive Secretariat (OS/ES) on IHS program, policy, and special matters; reviews correspondence received by the IHS Director and assigns reply or follow-up action to appropriate IHS Rockville Office program offices and IHS Area Offices; ensures the quality of correspondence.
Duties
Analyzes incoming documents and incoming materials that require the ESS Director's attention or should be routed to the appropriate IHS/HHS official or component. Reviews, edits, and/or rewrites material submitted for clearance by members of IHS staff in accordance with the agency Federal Government standards, and is therefore, frequently called upon to interpret the rationale for policy and procedural changes.
Provides quality control management of controlled documents agency-wide to ensure conformity with established-policies and standards. Provides advice, technical guidance, and consultation with Agency Officials and Offices regarding various correspondence policies, procedures, standards.
Maintains a system of reference materials from which information is drawn to all manner of inquiries.
Analyzes and interprets existing procedures and systems and develops and supervises the maintenance of new or varied systems such as mail control, tracking records, filing procedures, automated correspondence management systems for documents and other reference materials maintained and routed through the ESS.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
For the GS-11:
Reviewing and assigning controlled correspondence and updating data entered in the document management system;
Conducting research in the document management system to identify historical facts relating to issues or correspondence for managers;
Assisting with action items, determining concurrences, and controlling correspondence to the appropriate office; and
Knowledge or training on security policies and procedures.
For the GS-12:
Reviewing, analyzing, and assigning critical executive correspondences to for executives and external stakeholders;
Utilizing web-based document management system to assign, track, monitor and report on critical executive correspondence activities;
Managing records and the development of correspondence materials throughout the entire lifecycle; from the creation of new records, interpretation of policies, document formats, prioritization of documents, final disposition and/or archival of documents.
Demonstrated experience providing quality control management of sensitive and confidential documents and conformity to policies, processes and standards.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
