This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Quality Assurance Specialist at the Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Adelphi Contracting Division. ACC-APG offers flexible work schedules and a robust telework policy that allows for max telework up to 100%.

Duties

Oversees Contracting Officer's Representative (COR) performance to ensure the contractors' compliance with contract quality, quantity, schedule requirements, and quality assurance surveillance plans. Identifies and documents inadequacies and develops corrective action plans. Develops and conducts training for contracting center personnel in areas of quality assurance and Contracting Officers Representatives for: certification, surveillance, process-oriented contract administration, continuous process improvement. Monitors the effectiveness of surveillance, determines the need for and type of training required. Implements surveillance effort to ensure acquisition customer contracts are being surveyed on a regular, fair, and unbiased basis, and in a manner that ensures contractor compliance with contract terms and conditions. Provides guidance assistance relative to appropriate surveillance methods, documentation, interpretation of statistical data, and corrective action. Serves as the Contracting Officer's Representative (COR) Program Manager. Provides advice and assistance to contracting personnel and CORs on surveillance methods and other requirements within the Procurement Integrated Enterprise Environment (PIEE). Ensures COR responsibilities are defined by the COR appointment letter and that all CORs are properly trained in accordance with DoDI 5000.72. Conducts annual reviews of COR files and technical assistance visits to mentor and assist CORs. Reviews contracts and solicitations to ensure appropriate quality control requirements are imposed.

Requirements

  • Appointment may be subject to a suitability/fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Secret clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Appointment to this position is subject to a one-year probationary period.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management Certification within 3 years of entrance on duty.

This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service. Specialized Experience: One year of specialized experience equivalent to the NH-02 pay band (equivalent GS-11 grade) in the Federal service which includes:1) Monitoring and administering contracts to ensure that contractors are performing in accordance with contractual and regulatory requirements; 2) Generating and analyzing reports in order to recommend and implement corrective actions; and 3) Creating, developing, and presenting training for a variety of audiences.
