About the Position: Fort Buchanan is located near San Juan, Puerto Rico, within a short drive from the Luis Munoz Marin International Airport, Old San Juan, and most popular tourist attractions and beaches. PR is designated as an OCONUS Non-foreign area. Salary shown in this announcement includes a Locality Payment of 16.50% for this Non-Foreign Area. An adjusted Cost of Living Allowance (COLA) rate of 2.81% is not reflected in the salary shown.

Duties

Documents real property assets in compliance with regulatory references, reviewing and entering pertinent and out grant real estate information into systems of record. Ensures all changes to real property assets, resulting from the physical inventory, are entered into the official Accountable Property System of Record. Prepares DA Form 337-?Request for Approval of Disposal of Buildings and Improvements?, and applicable supporting documents according to applicable regulatory authorities Interprets real estate agreements and regulations to identify real property maintenance responsibilities for customers. Prepares/reviews reports of excess or DA Forms 337 and prepares justification for planned excess actions including demolition, transfer of ownership, sale, exchange. Identifies land, buildings and facility changes for the purpose of annotating maps of installation property. Reviews maps of installation property to determine those that should be annotate (e.g., for easements, grants, etc.) Identifies planned real property changes from maps of installation property to assure their accuracy... Reviews/validates the map updating work for technical adequacy

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain appropriate valid state driver's license.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work.
  • This position requires incumbent to obtain and maintain the General Fund Enterprise Business System (GFEBS) certification within 6 months of entry on duty.
  • Position requires temporary duty (TDY) business travel approximately 5% of the time.

Specialized Experience: One Year Specialized Experience: One year of specialized experience which includes acquiring and disposing of real property including land and/or structures for an organization by participating in routine real estate transactions; Conducting inspections of real property including land and/or structures to create reports for management; and maintaining records of assets within an accounting database,General Fund Enterprise Business System (GFEBS) to account for property accurately. Preparing or reviewing the Installation Commander's Annual Real Property Utilization Survey. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration. OR Combination of Education and Experience: A combination of education and/or experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: DesignPlanning and EvaluatingReal EstateReasoning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
