Duties

Serves in the natural gas division of the Installation Energy with responsibility for planning, organizing, directing and coordinating the development of requirements and pricing and delivery strategies Initiates procurement actions, and distribution of contract assets in the support of the natural gas utility service and supply for military users Responsible for developing, analyzing and implementing changes to DLA Energy/DLA/DoD policies, regulations and directives and determines the effect of these policies on DLA Energy operations in the commercial market Develops, plans and implements new reporting requirements and processing procedures to conform to program changes and processing methods for utilizing the automatic data processing systems Creates Supply Plan or manual purchase request for complex customers/items or services and groups of customers/items or services. Serves as the technical evaluation team lead, evaluation proposals for compliance with the terms and conditions of the solicitation Plans, organizes, develops, and coordinates developed programs Determines the reasonableness to the Government of a proposed utility rate schedule

Qualifications

To qualify for a Public Utilities Specialist your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Knowledge of supply, ordering, nomination and transportation of natural gas. Knowledge, of the relative price of alternative fuels in order to determine when to switch to a different fuel. Knowledge of natural gas industry to include detailed knowledge of market pricing methodologies and strategies. Detailed knowledge of pricing in the physical and financial markets and risk management methods. Selective Placement Factor: This position has Selective Placement Factor. Your application must demonstrate experience working in/with/for the natural gas industry with a private sector company regulating this commodity, to include detailed knowledge of and experience with, market pricing methodologies and strategies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
