The primary purpose of this position is to conduct studies/analyses of limited scope and/or assist in comprehensive manpower and organizational studies/analyses of organizations, functions, and work processes and provide basic management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings.

Duties

Conducts work measurement, methods and procedures, benchmarking, and/or engineered time standard studiesfor issues or problems of a procedural or factual nature (e.g., Operations Resource Flight, Travel Voucher Processing, and Personnel Operations within Aircraft Maintenance). Establishes manpower standards for an assigned work area or group of work areas to provide a basis for manpower justifications and improved utilization and measures the organizational performance index. Analyzes related systems and prepares documents on the use of automated data management systems and methodologies to support manpower workload; manipulates widely used functional area computer applications to satisfy the needs of Capability-based Manpower Studies (CMS) and other special projects or studies. Supports various types of manpower studies. Participates in the review and evaluation of organization structures and mission proposals/requirements by collecting and evaluating data and researching directives for consistency and accuracy

  • Work requires travel away from normal duty station on military or commercial aircraft and may exceed 30% of the incumbent?s workload.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of management and organization principles and theories, including standardized administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records. Knowledge of analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Department of Defense (DoD) and Joint Service management organizations principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. Prepares Requests for Personnel Action (RPA) and completes necessary documents and case files on personnel actions. Knowledge of data base management systems, requirements analysis, and data manipulation and extraction techniques for use in manpower and organizational analyses. Duties also include, but not limited to, creating reports in Access, producing rosters for training and employee tenure purposes. Interprets and briefs regulations, procedures, and determinations to inquiring employees, candidates, and supervisors and a specialist for internal and external recruitment and placement. Skill in gathering, assembling, and analyzing facts; identifying changes, trends, and problems; applying analytical and evaluative techniques; drawing conclusions; and devising solutions to problems or issues of a procedural or factual nature. Ability to carry out and complete assigned project work by gaining cooperation from others through tact, courtesy, and diplomacy. Skill in conducting interviews employees to obtain information about organizational missions, function, and work procedures. Maintains/verifies/updates accountability of all personnel physical work locations and to include all relative information pertaining to each position in DCPDS, Business Objects. Tracks and ensures all Operations Resource Flight training requirements are met; tracks workforce availability to ensure task accomplishment; and manages Operations budget to include supplies and TDY requirements. Manages and oversees all subordinate workflow positions in the Operations Resource Flight. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)

  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
