This position serves as Health System Specialist Administrative Officer for a Longview, Texas Community Based Outpatient Clinic (CBOC) organizationally aligned under the Chief of Primary Care Service. This position acts as an extension of the operations manager and develops administrative programs and procedures for their assigned CBOC. This position independently overseas the coordination of operations among the specifically assigned clinic.

Duties

Major duties are but not limited to: -Creates reports on administrative support issues such as current and projected needs of the Service for programs, personnel, space, renovations, and equipment. -Drafts pertinent notices, memoranda, procedures, directives, standard operating procedures, and other informative communications. -Develops new program areas and extends existing programs for funding, personnel, equipment and physical facilities. -Administers education programs, serving as resources for all administrative and clinical positions within Services. -Utilizes Microsoft Office products, including Word, Excel, Access, PowerPoint and e-mail, including experience in troubleshooting these programs and training or helping others in the office with computer problems. -Administers personnel activity such as recruitment, classification, staffing, employee relation, performance management, pay and leave administration, training, travel, equal employment opportunity programs, and the Workers' Compensation program. -Interprets and application of a full range of regulations, manuals, policies, etc. used in the completion of complex recurring/non-recurring assignments, resolving unique or unusual problems of complexity in all areas and developing/planning of programs, projects or procedures. -Manages administrative operations in complex work situation -Handles multiple tasks simultaneously and accomplishes the work based on urgency. -Communicates with the public, management officials, and professional health care personnel that involves identifying decision making alternatives and making recommendations for resolving complicated administrative problems. -Explains the VA organization and procedures and resolve administrative problems Work Schedule: Full Time - Monday-Friday - 8:00am-4:30pm - Subject to change based on the needs of the facility. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization as described below: Communicates orally and in written forms with special emphasis on the ability to Interpret Medical Center policies to physicians and other health care professions, and the ability to persuade others to a particular viewpoint consistent with the overall Medical Center goals. Solves problems associated with the day-to-day operations in a Primary Care setting in a professional and positive, goal-oriented way, and ability to take quick, effective actions when necessary. Develops and coordinate training materials and teaching aids to conduct formal and informal training sessions for the Primary care Clinic staff at the CBOC. Accurately interprets the Federal Regulations, various Public Laws, State laws, and directives governing eligibility and entitlement for health care. Works with accounting, as it relates to budget. controls, planning and record maintenance In order to manage the various control points assigned to the Service, Must be able to review trends and evaluate new programs or program changes. OR Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related. OR A combination of specialized experience and education as described above. . You will be rated on the following Competencies for this position: Administration and ManagementCommunicationsOrganizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: While the work is partially sedentary, there are demands for standing, walking to decentralize clinical locations bending and carrying small-weighted objects. The work requires some travel to the Overton Brooks VA Medical Center. Travel may occur for education purposes.
