Duties

As an Investigative Analyst is the Investigations Division, you will: Provide mastery level technical oversight and continued engineering support regarding implementation and maintenance of Office of Inspector General, IDeCMS. Assess system capabilities, recommends, and makes system changes for improvements; coordinate system and data base changes with OCIO and the vendor as necessary; prepare investigative policy and procedures; train investigative personnel in the use of the system; and act as liaison on all matters related to the investigative case management processes of case management systems. Assess the types of investigative management information and data elements which must be maintained and compiled for regular reporting and assists managers and staff in determining their information needs. Serve as the project manager for security, technology, and capability upgrades in response to in house requests as well as changing investigative requirements. Evaluate and identify significant findings, trends and patterns disclosed in audit and investigation reports and SBA management reviews. Develop and update all policies and procedures concerning the investigative mission, integrity awareness, and internal security, as assigned.

Qualifications

SPECIALIZED EXPERIENCE STATEMENT: GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector such as: managing complex projects, experience managing IT systems development, experience in building, designing, integrating, and reviewing custom reports and data request, experience in an investigative or legal environment gathering complex or technical data using informational databases to collect relevant data and other facts; perform expert analyses and interpret data; experience using analytical, evaluative and research techniques; manipulate spreadsheets containing volumes of data and summarizing the results; and presenting complex information (using presentation software) to stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 08/30/2023.
