This is a career ladder, non-supervisory position that is located in the Veterans Health Administration of the Department of Veterans Affairs. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the Veterans Health Administration (VHA).
Duties
The Program Analyst participates on a team focusing on information technology, informatics, and data analysis and as such, integrates clinical and information processes necessary to achieve successful adoption and applications of new technologies to automate clinical records data and improve efficiency in clinical operations. This position will be a member of a team with primary focus on projects involving the retrieval and management of data, report-building, automation of data pulls and processes, and process improvement through enhanced use of technology which can include Microsoft tools such as Microsoft PowerApps, Power Automate, Power BI, and SharePoint-based tools.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05.
For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09.
For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-7: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05in the normal line of progression for the occupation in the organization. Specialized experience would typically include but are not limited to gathering data to conduct evaluations of various programs, operations, and processes to determine their quality and effectiveness in meeting established goals and objectives.
GS-9: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: gathering data from multiple workload systems (such as: VISTA modules, IFCAP, FMS, Event Capture (MCA) and PAID) to conduct analytical studies to identify and develop methods to improve the accuracy, adequacy, and timeliness of information and systems to disseminate information needed to satisfy a wide variety of user requirements.
GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: researching multiple workload systems (such as: VISTA modules, IFCAP, FMS, Managerial Cost Accounting (MCA) and PAID) to evaluate and verify the accuracy of all data within the Managerial Cost Accounting (MCA) database software to design and prepare regular reports used to validate data in the accuracy of information and of the system's outputs with ongoing internal control improvement.
GS-12: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: demonstrating work experience using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and healthcare programs; possess Healthcare Informatics knowledge in the use of clinical software packages; thorough in-depth knowledge of the clinical environment (including practices, procedures, policies, strengths and weaknesses in order to effectively use data to track and manage patient care); tracking and analyzing clinical programs for the purpose of improving processes and identify problem areas; and utilizing computers and applicable databases/software for statistical purposes and managing information systems.
Special Experience Preferred: Knowledge and experience in data and analytics including data collection, transformation, analysis, and dissemination; gathering, developing, and interpreting data from various information systems; proficiency in producing presentations and reports. Specialized knowledge and experience in analytics tools/software that includes but is not limited to: Microsoft Power BI, Microsoft Power Apps, Microsoft Power Automate, SQL/CDW, SSIS, and Pyramid Analytics. Candidates will be expected to provide examples of work that demonstrates their proficiency.

Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials.
