The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. This position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and management of all expendable supplies and durable medical equipment in the assigned area(s).
Duties
The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be appointed at the GS-07 and be required to sign Mobility, Training, and Continued Service Agreements.
The Inventory Management Specialist is a developmental position leading to a GS-09, which continues on toward the full performance level of a GS-09, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
The Inventory Management Specialist Technical Career Field trainee performs duties of the position in an entry-level capacity. Key functions will be basic in relation to those at the full performance level of the target position. Full performance level of selected functions may not be completely delegated to the employee until proper orientation/training have been completed and the incumbent has demonstrated the knowledge, skills and abilities to accomplish the work at the full performance level.
The Inventory Management Specialist Technical Career Field trainee position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and management of all expendable supplies and durable medical equipment in the assigned area(s). Major duties and responsibilities include:
Inventory Management and Control: Responsible for the management and control of an assigned class of expendable material; serves as the point of contact for the coordination of material support and resolution of logistic problems; conducts forecasting and quantitative analysis; conducts spot checks; and complies with special requirements for firearms, ammunition, and sensitive equipment
Returns, Recalls, and Reutilization: Implements federal and agency programs for the return and reutilization of medical supplies; coordinates disposal of surplus or excess supplies; makes emergent procurement decisions; and participates in root cause analysis process
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work schedule: Monday - Friday, 7:30 am - 4:00 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023.
Time-In-Grade Requirement: GS-07 Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on education and/or experience as described below:
GS-07 Specialized Experience: You must have One (1) full year of specialized experience equivalent to the GS-05 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes:
managing a variety of expendable items and durable medical equipment
forecasting short and long range inventory needs
analyzing inventory management reports and the effectiveness of various options proposed to provide supply support
utilizing automated inventory management systems to maintain current inventory data
researching and analyzing information to resolve questions and issues
implementing federal and agency programs for the return and reutilization of medical supplies

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. Superior academic achievement is the completion of all the requirements of a bachelor's degree from an accredited college or university, which is based on (1) class standing, (2) grade-point average of 3.0 or higher as recorded on an official transcript, or as based on courses completed during the final two years of the curriculum, or (3) honor society membership. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education or superior academic achievement.

Superior academic achievement: Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
1.Class Standing: Rank in the upper one-third of your class in the college, university or major subdivision
2.Grade Point Average: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment.
