This position is located in Cape Cod National Seashore, in the Visitor Services and Protection Division.

Duties

Serves as the Supervisory Recreation Fee Specialist for the park. Analyzes and evaluates changes in the Recreation Fee Program operations and their effect on overall program objectives, priorities, and milestones. Develops short- and long-term planning documents for fee program planning purposes at the park level. Provide authoritative instruction and training to lower-level park employees regarding the implementation of new fee program policies, standards, methods, controls, and procedures. Ensure all collected fees are managed in accordance with established policies and procedures. Conducts substantial analysis on park level fee program policies and identify trends and patterns in the development and management of recreation fees. Works with supervisor to lead the implementation of changes to fee program policies, standards, methods, controls, and procedures to improve fee operations on a local scale. Advise the implementation of new policies, procedures, and systems to improve park level fee program administration. Oversees the management of a comprehensive auditing program for a fee operation. Analyzes and evaluates risk in the organization's fee program and identify trends and patterns in the management of risk; formulates financial data for various fee budget planning purposes; and conducts bot short- and long-range budget analyses and forecasts. Directly supervises at least two supervisory staff and indirectly up to 20 seasonal staff. Coordinates day-to-day activities (e.g., scheduling) of subordinates with other park staff where geographically separated from the incumbent. Assigns work to subordinates; establishes priorities; evaluates employee performances; interviews candidates for positions and initiates requests for personnel actions; recommends awards; takes disciplinary actions; develops performance plans and evaluates subordinate's performance.

All qualifications must be met by the closing date of this announcement-09/08/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) Managing pricing structures, marketing, earnings, accounting, spending and paying expenses associated with collection, program reporting, and profit/loss analysis; (2) analyze and evaluate changes in recreation fee program operations to include short- and long-term planning for fee programs; or (3) supervising a staff of subordinates related to a fee collection and visitor orientation program that involves providing resource orientation, disseminating information and resolving visitor complaints; collecting and accounting for fees, completing remittance reports for monies collected, conducting fee collection audits, and working with commercial service operations to ensure contract or permit compliance. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree; OR successfully completed at least three full years of progressively higher level graduate education leading to a such degree in a related field such as business administration, finance, accounting or other closely related subjects; OR LL.M., if related. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
