OPEN TO THE PUBLIC The primary purpose of this position: A professional engineer with computer, software, systems, and electronics engineering responsibility in assigned area(s): Supervise all DO C2 software design, test, and deployment, software configuration management, and systems engineering, related to advanced C4ISR systems and technology. The organizational location of this position is: DAF Rapid Capabilities Office - Field Support Unit, Directorate of Operations, Kirtland AFB, NM.

Duties

DUTY 1: Plans, organizes, and directs the activities of DAF Rapid Capabilities Office - Field Support Unit, Directorate of Operations, C2 Branch, ensuring that these activities fully meets customer needs. DUTY 2: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. DUTY 3: Performs a broad range of multidisciplinary professional engineering work involving the application of software, computer, electronics, data transfer, and data storage, and/or other engineering disciplines to determine the business and technical needs of customers in the acquisition, development, test, and assessments of C4ISR systems and data transfer methods. DUTY 4: Utilizes scientific inquiry in the independent development of policy, guidance, and integration initiatives to support assigned projects, studies, or problems. DUTY 5: As a recognized expert provides technical guidance, advisory support, lead and assistance on projects and/or major phases for broad and varied operations.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Meet the basic education requirements for the Computer Engineer, GG-0854-14 and I have the quality level of experience, which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. My experience includes professional knowledge of engineering, mathematics, statistical analysis, modeling/simulation, data management, and other scientific concepts, principles, standards, methods, techniques, practices, and procedures; knowledge of safety and security regulations, practices, and procedures, including maintaining control of classified material; and broad knowledge of national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s). Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency and You must submit a copy of official transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of engineering, mathematics, statistical analysis, modeling/simulation, data management, and other scientific concepts, principles, standards, methods, techniques, practices, and procedures. 2. Knowledge of safety and security regulations, practices, and procedures, including maintaining control of classified material. 3. Broad knowledge of agency, AF, DoD and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s). 4. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing. 5. Skill in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and ability to modify standard practices and techniques to solve complex interrelated problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
