This position is located in the Department of Veterans Affairs, VA Healthcare System. The incumbent serves as the Supervisor of Fiscal Service Accounting Section. The primary purpose of the Supervisor Accountant is to ensure effective financial management to support the fundamental mission, vision, and guiding principles. Perform assigned duties in a manner that promotes quality health care, outstanding customer service and the maintenance of an environment committed to serving the Veteran.

Duties

Duties consist of the following, but are not limited to: Advise management concerning the administration of appropriated funds, counsels with Medical Center managers and Service Chiefs, providing information and interpretation of Appropriation Law and Comptroller General Decisions on the appropriate placement and use of funds in accordance with VA Regulations, maintaining support for the strategic plan of this 1A facility. Independently directs the work of the Accounting Section of Fiscal Service which includes Accounting for Sta. 675 & 485, Agent Cashier, Accounts Receivable and the accounting internal auditing and internal controls functions. Direct the planning, nature, and scope of the Accounting Section for each organizational element of the Medical Center including a Fund Control system designed to obtain maximum benefits from budgeted funds while guarding against violations of the Anti-Deficiency Act. Oversees the overall operations of the financial and accounting systems (e.g., IFCAP, FMS). Adapts the local system to fit special circumstances when encountered and necessary making decisions on technical accounting matters requiring the application of comprehensive knowledge of accounting as well as a thorough understanding of VA objectives, functions, and organization structure. Participates in decision making sessions with managers on the appropriate processes and procedures necessary to accomplish mission requirements. Ensures the quality and integrity of the financial management program, financial records and procedures are reviewed to ensure compliance with regulatory and judicial requirements such as the Chief of Financial Officers Act, A 123, Public Law, and the Federal Managers Financial Integrity Act. Provides the AFO, Fiscal Officer and other staff with professional managerial accounting advice and guidance based on interpretation of the statute and higher headquarters regulatory guidance. Responsible for the monthly reconciliation of subsidiary records balances with the applicable General Ledger balances. Gathers information for assigned programs and review workload analysis submissions to interprets reports and other financial data. Analyzes financial status reports for overall program status. Determine accounting system adequacy. Review legislation and regulations. Develop regulations and guidelines for program users. Develops and monitors accounting internal control program(s): identifying problem areas and developing solutions to improve operating program effectiveness. Provides advice to financial and program managers and other accountants on unusual and difficult accounting systems and/or operations problems. Develops procedural manuals, methods, and directives. Conducts studies for special projects. Solely responsible for the following systems to include but are not limited to IFCAP (Integrated Funds Distribution Control Point Accounting and Procurement), AR (Accounts Receivable), IPPS (Invoice Payment Processing System), VPFS (Veterans Personal Finance System), AMES/MERS (Fixed Asset Program), OTCNet, G-lnvoicing, and AVIS. Prepares data for our local quality assurance program. Writes and uses local queries for internal controls. Work Schedule: Monday-Friday 8:00am-4:30pm Telework: This position is authorized for 100% telework (must live in the commuting area of Orlando VHA). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement: Basic Requirements: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the Individual Occupational Requirement, you must possess specialized experience equivalent to the next lower grade level as described below: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plan, organize, and coordinate the activities of the Accounting Section; Process a wide variety of vouchers, covering travel, commercial and government procurement, and Cash Management programs, as well as accounting functions such as capital asset, inter-office, revolving supply fund, budgetary, cost, deposit fund, trust fund and construction; Monitor and report financial management performance; Plan and conduct studies to determine the requirement for updated financial information; Design, implement, and develop automated accounting systems; Resolve problem, and develop policies; Maintain complex operating accounting systems; Maintenance of the Financial Management System (FMS); Validate a variety of accounting data; Analyze and verify financial statements and reports; Supervisory experience.
