This Health Technician (Phlebotomy) position is located at the Green Bay Outpatient Clinic. The primary purpose of this position is to perform accessioning, phlebotomy, processing of specimens and diagnostic testing duties.

Duties

DUTIES INCLUDE: Answer incoming calls, find and relay information or refer the caller to the appropriate technical personnel. Perform routine and specialized venipuncture of outpatients in order to obtain blood specimens for laboratory testing. Explain diagnostic procedures and collection procedures, position patients for desired results. Receive all requests for testing within the diagnostic section, verify the accuracy and completeness of the request, establishes priorities for emergency orders and notifies the technical staff of pending work. Provide assistance with training and guidance in phlebotomy techniques to LPNs, RNs, students, and/or new phlebotomy employees rotating through the blood collection area. Accept and enter all requests for diagnostic testing into the hospital computer system using the computerized medical record, laboratory, radiology and diagnostic menus and 200 computer codes. Accesses/registers diagnostic orders and generates computer-printed labels. Evaluate each received specimen and laboratory order to ensure that the specimens are properly obtained and appropriate for the test(s), reject unacceptable specimens and refer questions to the technical staff. Ensure accurate patient and specimen identification using armband, Social Security number, and picture identification card and verify the patient identification with the request and labels all tubes according to established policies and procedures. Maintain phlebotomy area physical facilities and equipment, storage and inventory of phlebotomy and diagnostic working supplies. Determine technical factors, sets controls and operates equipment and instruments. Operates, calibrates and maintains instruments and accessories used to assist with or perform standard diagnostic procedures. Work Schedule: Monday - Friday, 8:00am - 4:30pm Position Description Title/PD#: Health Technician/PD02839A Physical Requirements: The work requires regular and recurring physical exertion such as standing for long periods of time, bending, lifting, walking, stooping and stretching, moving equipment and positioning patients. The work also requires agility and dexterity to handle complex medical instrumentation.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-5 SPECIALIZED EXPERIENCE: Must have one (1) full year of specialized experience equivalent to the next lower grade (GS-4) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: Working with collection tubes, minimum volume requirements, specimen processing and transportation conditions, testing procedures and requirements and phlebotomy procedures/techniques. Properly packaging and shipping of laboratory specimens. Working with infection control, aseptic and sterile techniques to prevent cross contamination and spread of infection. Knowledge of medical terminology. Working with the operation and maintenance of the diagnostic equipment utilized. Using personal computers and multiple software programs. OR EDUCATION: Successfully completed a full four-year course of study leading to a Bachelor's degree, with a major study or at least 24 semester hours in subjects directly related to this position. OR COMBINATION EDUCATION AND EXPERIENCE: A combination of successfully completed post-high school education (beyond the 2nd year) AND specialized experience which meet the total experience requirements for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
