The primary purpose of this position is to serve as a Resource Specialist/Contracting Officer/Equipment Control Officer for 690 ISS, applying cross-discipline knowledge and experience in programming planning, science and technology, intelligence, acquisition, resources management and operations.
Organizational location of this position is: 690 ISS, Plans and Resources (SCX), JBSA-Lackland, TX
Duties
DUTY 1 - Plans, organizes, and directs the activities of the squadron procurement function, ensuring that the Squadron complies with legal and regulatory requirements and meets the group, wing, and NAF needs.
DUTY 2 - Serves as the organization's Contracting Officer's Representative (COR) for program functional areas within the unit.
DUTY 3 - Performs as equipment control officer (ECO) to functional users, studies and establishes plans of action for improving the efficiency of information technology applications.
DUTY 4 - Establishes, collects, and implements requirements for procurement of equipment in-line with organizational goals and mission requirements.
DUTY 5 - Functions as a senior technical advisor on contract and ITAM consultant plans and coordinates all phases of the acquisition, implementation, and integration of IT assets.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information. A non-disclosure agreement must be signed.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

- Employee may be required to travel on military and commercial aircraft.
- Must have ability to discuss and present program objectives, managerial tasks, and technical information verbally and in writing to management and professional personnel at all levels within AF, DoD, and other government agencies

Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Air Force management principles and organizational theory concepts and methodologies, while applying financial management directives, concepts, procedures, guidance, and policy. Knowledge of the Planning, Programming, and Budgeting System (PPBS) processes and procedures as they apply the Air Force, MAJCOM, NAF, Wing, Group and Squadron levels, to include accounting, budget and programming instructions, guidelines and policies while using automated management and budget systems.NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Air Force management principles and organizational theory concepts and methodologies, while applying financial management directives, concepts, procedures, guidance, and policy.
2. Knowledge of the organization, programs, missions, and functions of Air Force organizations to conduct studies to determine resource levels of the organization.
3. Knowledge of the Planning, Programming, and Budgeting System (PPBS) processes and procedures as they apply the Air Force, MAJCOM, NAF, Wing, Group and Squadron levels, to include accounting, budget and programming instructions, guidelines and policies while using automated management and budget systems.
4. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
5. Ability to analyze complexities of existing technology, review/revise/develop policy, ID initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. Maintain an up-to-date awareness of technological advances and predicts how management can meet future requirements.
6. Knowledge of the federal acquisition rules, external funding procedures and federal ethics and standards.
7. Knowledge of resource management principles and techniques as they relate to contracting operations, baseline funding and external customer.
**You must understand that this is a TERM NTE position, and a 3 calendar day break in service (to exclude civilian and military retirees receiving an annuity) will be required prior to appointment to this position for current Federal permanent civilian employees**
