This position is located in BLM New Mexico State Office in Farmington District Office, Branch of Administration. Open to Bureau of Land Management (BLM) New Mexico current permanent employees on a competitive appointment and employees that meet Land Management Authority. This includes Bureau of Land Management (BLM) employees in New Mexico, Texas, Kansas, and Oklahoma.

Duties

The position serves as a Budget Analyst located in a Bureau of Land Management (BLM) office. The primary purpose of the position is to perform routine analytical, technical, and administrative duties related to formulating, executing, and monitoring the budget. The duties include, but are not limited to, formulating and executing operating budgets; monitoring costs, commitments, and accomplishments; interpreting and implementing Washington Office and New Mexico State Office directives; entering and extracting data from various proprietary financial systems; and providing guidance to district and field employees. Main duties of this position include: Strategic Planning, Budget Formulation, Budget Execution, Budget Performance, and Budget Training. DUTIES: Analyze and Evaluate financial and budgetary information for long and short-range financial planning. Monitor/track funding sources such as allotments and reimbursements. Reconcile and adjust accounts to ensure accuracy of programming. Analyze and review annual and multi-year performance for the organization served. Reconcile budgetary, financial, and organizational data between automated systems.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-09 Specialized Experience: Applicants must have one full year of specialized experience equivalent to GS-07 level in the Federal Service (obtained either in the private or public sectors) performing the following: (1) contributing inputs on budget formulation, budget execution, budget performance, or budget training; (2) providing reports and/or advice to management officials on budgetary matters; (3) developing, analyzing, or implementing budget proposals; (4) preparing financial reports consistent with laws and regulations. OR Education: Successfully completed a master's or equivalent graduate degree or two full years of graduate level study leading to a master's degree or LL.B or J.D degree from an accredited college or university in a field such as finance, economics, management, accounting, or another closely related field that provides the knowledge, skills, and abilities necessary to do the work. (Note: You must submit a copy of your transcripts with your application). OR Combination: Successfully completed a combination of education and experience as described above that, when converted to percentages, equal at least 100% of the total requirement. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify this grade level. (Note: You must submit a copy of your transcripts as proof of any claimed education). GS-11 Specialized Experience: Applicants must have one full year of specialized experience equivalent to GS-09 level in the Federal Service (obtained either in the private or public sectors) performing the following: (1) determining whether obligations, expenditures and allotments are within funding limitations of an approved budget; (2) compiling, analyzing and making corrective entries to income, operating expenses, and budget; (3) preparing preliminary budget estimates and reviewing justifications for program support activities; (4) compiling and presenting financial data, into work sheets, budget schedules, and other supplemental reports needed for budget and funding reviews. OR Education: Successfully completed a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree from an accredited college or university in a field such as finance, economics, management, accounting, or another closely related field that provides the knowledge, skills, and abilities necessary to do the work. (Note: You must submit a copy of your transcripts with your application). OR Combination: Successfully completed a combination of education and experience as described in A and graduate level education as described in B that, when combined, equals 100% of the total requirement.(Note: Only graduate education in excess of two (2) years (36 semester hours) can be used in this calculation.) TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
