This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is under the supervision of the Materiel Fielding and Training Directorate.
This position is a TERM position. It is time-limited and may be extended up to a maximum of eight years. This term appointment may not be made permanent from this announcement.
Duties
Advise external personnel on fielding and supply related matters.
Provide input to After Action Reviews to improve command processes.
Execute de-processing or processing for system and platform specific tasks in preparation for inventory and transfer.
Perform inventory and transfers property to the Gaining Command/Soldier
Identify supply, quality or transportation discrepancies and performs appropriate actions or notifications to resolve.
Perform broad range of supply transactions related to stock movement, requisitioning, status, and availability.
Resolve a variety of conventional supply problems, questions, or situations.
Prepare, coordinate, and manage documentation that support the fielding process to completion including but not limited to Memorandum of Notification, Materiel Fielding Plan, Mission Support Plan, Materiel Requirements List/Fielding Agreement.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

- Position requires a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles or the incumbent must be able to obtain and maintain a valid state Driver's License.
- Incumbent may be required to obtain and maintain a Commercial Driver?s License (CDL).
- Must be able to obtain and maintain a Government Travel Card.
- When required participate in hazardous material training.
- May be required to handle Petroleum, Oil and Lubricants (POL).
- Position requires the wear and use of prescribed personnel protective equipment.
- Position requires working in adverse conditions or outdoors in all weather conditions including seasonally hot or cold temperatures and in-climate weather.
- Position requires working in loud environments to include but not limited to the motor pool, weapons live fire range, and explosive ordnance.
- Incumbent must be able to lift up to 50 pounds.
- Position requires working on, in and around, climbing up on, entering vehicles and operating in confined spaces.
- Position requires temporary duty (TDY) travel up to 50-75% of the time.

Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, such as: Coordinating with personnel involved in the supply or fielding of organizational equipment to resolve issues; performing inventory checks or maintenance of organizational equipment or vehicles according to established procedures; and drafting, reviewing, or disseminating documentation in-order-to support equipment fielding and meet organizational objectives.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chain Management, Inventory Management or Logistics Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
