The primary purpose of this position is to serve as Air Combat Command (ACC) and Air Force Global Strike Command (AFGSC) Terminal Instrument Procedures (TERPS) Cell Specialist and alternate Command focal point for all TERPS quality assurance issues at headquarters (HQ) and base locations.
Duties
Review and make recommendation on flight information and terminal instrument standards, policy, directives, and future technical/software development.
Evaluate reports by analyzing facts and performing appropriate research and preparing detailed responses.
Perform Air Operations Compliance Inspections (AOCI) to ensure compliance with instrument approach procedure guidance and regulations.
Ensure procedures are in compliance with Terminal Instrument Procedures (TERPS) software and established criteria.
Provide input to the supervisor on formulation, development, and finalization of terminal instrument procedures when waivers to established criteria are involved.

- A valid certificate of completion from an approved TERPS/Automated Instrument Procedures course is required before entrance on duty
- Temporary Duty and travel by military and/or commercial aircraft, inside and outside Continent of the United States (CONUS) is required
- Instrument Procedures, and experience with Air Traffic Control and Landing Systems (ATCALS) Siting and Obstacle Evaluation is highly desirable
- Extensive operational and management experience in Air Traffic Control, Airfield Management, or Airspace Management is desirable
- Disclosure of Political Appointments is required
- Bachelor?s degree or higher in the field of Aeronautics is highly desirable
- Incentive for prior non-federal work experience or active duty uniformed service for determining leave accrual rate is being offered
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment and participation in random drug testing
- Instrument Procedures, and experience with Air Traffic Control and Landing Systems (ATCALS) Siting and Obstacle Evaluation is highly desirable

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for 2152 series.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-11 level which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of Air Traffic Control Specialist.Specialized experience is experience which may have been gained providing technical advice and/or recommendations on the design, development, testing, evaluation, and operational use of terminal instrument procedures to translate the technical data into textual and graphic materials directives or manuals for use in a contingency capacity, worldwide.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of civil and international TERPS concepts, management concepts and practices and operations requirements of civil engineering rules and regulations relating to airfield waivers, airfield construction, pavement deterioration and airfield markings/signs and identification.
2. Knowledge and skills in applying analytic geometry and techniques to issues or studies concerning the efficiency and effectiveness of development/revision of instrument procedures and operational/performance characteristic of aircraft, navigational aids, radar, and weather.
3. Knowledge of Air Traffic Control procedures, laws rules, and regulations, Federal Aviation Administration (FAA) Orders/Advisory Circulars rules and regulations pertaining to development/revisions of instrument procedures.
4. Knowledge of and ability to use Global Procedure Designer (GPD) automation, Terminal Instrument Procedures (TERPS) data automation software and the ability to evaluate replacement options.
5. Ability to communicate effectively, both oral and in writing.
6. Ability and experience to staff procedures for coordination and obtain acceptance of proposals and to recommend operating budget proposals to support equipment, travel, and training for ACC TERP specialists.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MAXIMUM ENTRY AGE: The maximum age for original entry into an identified ATC position is 36 years. An individual shall NOT be appointed or assigned to an ATC position if that appointment cannot be completed prior to the last day of the month in which the individual reaches his/her 36th birthday. Applicants over the age limit must meet re-entry or age waiver requirements in accordance with DoDI 1400.25-V331 dated 26 Jan 15, Department of Defense Civilian Personnel Manual, Subchapter 331, Civilian Air Traffic Controllers. Any individual who has reached the mandatory separation age (56) is NOT eligible for employment/reemployment as an ATC (5 U.S.C. 3323(a) (reference (b)).
NOTE: ATCs have a mandatory separation age of 56. This position is covered as an Air Traffic Controller under 5 USC 2109. This position is subject to the special retirement provisions for Air Traffic Controllers under CSRS and FERS (5 USC 3382, Involuntary Separation for Retirement; 5 USC 8335(a) and 8425(a), Mandatory Separation; 5 USC 8336(e), Immediate Retirement; 5 USC 8339(3) and 8415(d), Computation of annuity, and 8412(e).
