About the Position: You will provide Security Guard services in support of the United States Army Garrison, Directorate of Emergency Services (DES) at Fort Hamilton, New York. The Directorate is responsible for the quality force protection, law enforcement, physical security, access control, Fire & Emergency services, and Police and Community Liaison Services to the Community.

Duties

Serve as the first layer of defense in a security-in-depth concept to deter, detect, delay, assess, respond, and document unauthorized access to Army installations restricted to the general public. Preserve the life, health, and safety of government personnel. Safeguard Army property and technologies against such threats as unlawful entry, sabotage, espionage, theft, accidental or willful damage, and destruction on installations. Support the overall installation Antiterrorism/Force Protection capability by providing emergency base closure, active shooter response, and physical security emergency response to all hazard's disasters. Authenticate identification through the use of electronic Personnel Access Control Systems (ePACS), identification cards, badges, biometric automated records, verbal questioning, and other means. Implement contingency plans and execute crowd control in situations that may become violent or unruly as a result of planned or impromptu demonstrations. Operate and perform research queries on National Crime Information Center (NCIC) workstation terminals. Regulate pedestrian and vehicular traffic to prevent accidents and to ease congestion and parking problems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • The incumbent must be able to obtain and sustain state certification for operating the National Crime Information Center (NCIC) terminals.
  • The incumbent must meet the requirements of the Individual Reliability Program in accordance with Army Regulation (AR) 190-56.
  • Incumbent must be assigned for mandatory drug testing and must agree to submit to a urinalysis on a recurring basis in accordance with AR 600-85.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • Due to the nature of this position, incumbent is required to work both planned and unscheduled overtime is subject to recall for periods of emergency overtime.
  • The incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
  • The incumbent must undergo and pass pre-employment and annual medical exams of physical, emotional, and mental stability.
  • The incumbent must successfully complete security guard training.
  • The incumbent may act as a first responder in a medical emergency. The incumbent is required to obtain and maintain certification in cardiopulmonary resuscitation techniques and must know first aid.
  • The incumbent will be required to maintain physical conditioning and pass an annual physical agility test (PAT).
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. Incumbent must be fully qualified to operate a government vehicle.
  • The incumbent must wear the Department of the Army Security Guard (DASG) uniform in accordance with AR 190-56, and maintain a high state of appearance and hygiene.
  • The incumbent must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
  • Position is subject to the provisions of the Domestic Violence Offender Gun Ban (the Lautenberg Amendment). This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • The incumbent must be able to perform as a member of the installation's overall security response capability requiring the incumbent to carry and deploy a riot baton, carry a protective shield, and employ non-lethal ammunitions if necessary.
  • The incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-05).
