About the Position: This position is located on the island of Oahu, in the City & County of Honolulu. - This position requires registration/licensure as a Professional Architect. - Incentives may be authorized, subject to agency determination that an incentive offer is in the Government Interest.

Duties

Serve as Chief, Architectural Section, Regional Engineering Center, Engineering and Construction Division for the Corps of Engineers, Honolulu District. Oversee and be responsible for planning, directing and reviewing the technical aspects of the engineering and construction programs of the Honolulu Engineer District. Perform technical reviews of the engineering and construction programs of other districts in Pacific Ocean Division (POD). Serve as the regional Architectural subject matter expert which involves Division level services and expertise dealing with policy making, regional interface, and quality assurance in the specified engineering functional area. Serve as the senior technical authority in the Architectural area of expertise.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires registration/licensure as a Professional Architect.
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Practitioner Career Level Certification, which must be met within 5 years.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Confidential Financial Disclosure Report upon entering the position and annually.
  • This position has a temporary duty (TDY) or business travel requirement of up to 10% of the time.
  • Incumbent must be able to obtain and maintain a Secret security clearance.
  • This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Incumbent of this position could serve at the Honolulu District as a member of the Honolulu District Base Development Team (BDT).

Additional information about transcripts is in this document. Basic Requirement for Architect: A. Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: (1) Related Curriculum - Degree in architectural engineering provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in statement A above, or (2) Experience: 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of any college courses, 5 years of such experience is required. This experience must have demonstrated that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes participating in the development of technical policy and designs; performing quality assurance; and developing architectural design and specifications for civil works and construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Selective Placement Factor: This position requires professional architect registration. You will be evaluated on the basis of your level of competency in the following areas: ComplianceOral CommunicationProblem SolvingProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
