About the Position: Your work will consist of inspection and construction management supporting field and office engineering.
Duties
Review contractor's proposed work schedule for logic, adequacy, and feasibility and determine if schedules will be met.
Monitor contractor's quality assurance and quality control systems.
Maintain and monitor daily construction logs, reports, and records and network analysis systems.
Gather field data to negotiate contract modifications and claims. Perform Biddability, Constructibility, Operability, and/or Environmental review of plans and specifications.
Coordinate construction operations with contractors, customers, sponsors and private individuals to keep parties informed of construction status and discuss and resolve concerns and problems created by construction operations.
Conduct quality assurance monitoring review in accordance with Memorandum of Agreements (MOA) for other agencies and customers.
Participate in emergency and disaster operations. Attend safety meetings conducted by the Resident Engineer and/or contractor's representatives.
Compile data and prepare a variety of correspondence, reports, and documents throughout the contract and construction period.

- This position may require the incumbent to occasionally lift up to 50 pounds.
- This position may require the incumbent to wear and/or use safety and protective clothing, gear, and equipment.
- This position may require long periods standing, walking over rough, slippery, uneven or rocky surfaces; recurring bending, crouching, stooping, stretching, climbing, working at heights.
- This position may require exposure to environmental hazards.
- This position may require the incumbent to occasionally work night shifts and/or weekends.

Specialized Experience: One year of specialized experience which includes performing oversight and inspection of construction operations; ensuring proper quality and quantity of material and equipment; and/or ensuring adequacy of contractor's methods, procedures and/or operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

Education: Successful completion of at least 3 years (if determination from your school cannot be made this is typically identified as 54 semester hours) or more of graduate level education at an accredited college or university in Construction or in a field directly related to the position being filled.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).
