This National Guard position is for a PARALEGAL SPECIALIST (TITLE 5), Position Description Number NGT5851000 and is part of the TN ARMY National Guard.
This vacancy is not eligible for membership to a labor organization.
Duties
As a PARALEGAL SPECIALIST, GS-0950-09, you will provide ancillary legal work to state/territory SJA and other assigned Army National Guard (ARNG) and Air National Guard (ANG) attorneys servicing the state/territory National Guard's case load. Provide research, analysis, guidance, and support to administer courts-martial, non-judicial punishment, administrative boards and other legal actions and administrative processes. Manage the Preventative Law Program. Manage the SJA portion of the state/territory Alternative Dispute Resolution (ADR) program. Serve as the primary point of contact for claims. Serve as the primary point of contact for ethical determinations. Review changes in regulations on the Freedom of Information Act and updates and advises other legal personnel and field staff of changes. Perform other duties as assigned.
Requirements

- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- Must have been awarded their 5-skill level, at a minimum.
- Irregular and overtime hours may be required to support operational requirements or contingencies.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
- Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
Qualifications
GENERAL EXPERIENCE: Experience, education or training of basic legal principles and concepts to interpret and apply or explain to others a body of law, regulations, directives, precedents, or other reoccurring legal facts, issues or processes impacting leaders, commanders, supervisors, soldiers, airmen and their families. experience, knowledge, or training in principles, concepts, and methods of legal research and reference sources such as agency manuals, directives, issuances, court reports, appellate records, or commercial legal publications sufficient to locate appropriate data such as applicable precedents, and commentaries which bear on particular legal issues.
SPECIALIZED EXPERIENCE: Must have 24 months experience, knowledge, or training of techniques and skills necessary to analyze both issues of fact and law in order to prepare digests of case decisions, evaluate the applicability of precedents, or to draft briefs, other litigation papers, advisory opinions, or findings: knowledge of legal documents to determine nature of action requested, if properly completed, what information is needed or missing, and proper routing of documents: knowledge of, and skill to communicate effectively, both orally and in writing, in order to provide assistance to customers in the preparation of legal documents, or to assist attorneys by providing written summaries of analyses to support specific legal issues in performing legal research and analysis on legislative developments, administrative and judicial decisions, opinions, determinations, and rulings that impact state National Guard programs: analyzing legal and administrative decisions, precedence, determinations, rulings and National Guard programs and procedures to facilitate current case work, providing administrative guidance, claims resolution or appellate endeavors.
