Serves as a Tractor Operator in the Grounds and Transportation Department, under the Facility Management Department at the Canandaigua NY VAMC. The primary purpose of the position is to provide grounds maintenance and transportation support while operating wheel mounted tractors with towed or attached equipment, heavy duty front-end loaders, dump trucks, backhoes, snow removal equipment, aerial lifts, mowers, weed eaters, rototillers and other lawn care equipment.

Duties

On a daily basis incumbent operates 18-ton trash packer truck, and 1-1/2- and 2-ton trucks equipped with plowing and salting equipment, 5-10 ton dump trucks, man-lifts, 26 foot box trucks, farm type tractors, mowers, towed or attached equipment, including the operation of towed or attached equipment from the seat of the tractor through hydraulic or mechanical controls on hills and in rough or uneven terrain where there is danger of overturning the tractor or equipment. This includes mowers, plows, chippers, sprayers, aerators, portable generators, air compressors, multi-use tool-cats, bobcats, UTV's, front end loading devices, backhoes, mini excavators, pay loaders and any equipment operated by a direct drive or power take off unit. Makes mechanical and hydraulic connections between towed or attached equipment and the vehicle/tractor and conducts operator maintenance as needed. Operates heavy equipment to push, pull, pile or load materials including, stone, sand, gravel, salt, snow, earth, and refuse. Adjust attachments for proper level, angle or depth according to the scope of work to be done and the type of equipment used. Utilize equipment to perform earthmoving projects to close tolerances, including building construction, building destruction and utility work. Collects and properly disposes of Hazardous Medical Waste (red bags). Use hand trucks, carts, dollies and box trucks to move heavy/bulk items including furniture. Cuts grass with weed eaters, push mowers, riding mowers, tractors, gang mowers, etc. Rakes leaves, pulls weeds, spreads mulch, shovels snow, spreads salt on icy surfaces, washes motor vehicles and equipment, cleans hand tools, utilizes hand tools such as clippers, hatchets, chainsaws, buffers, grinders, trimmers, sprayers, shovels, pick-axes, and rakes. Break up pavement and concrete using jackhammer and concrete saws. Prepares flower beds and lawn areas for sod and bedding plants. Cut down large trees, remove branches from existing trees, using axes or chain saws and operating from lifts as required. Plant, trim and prune plants in beds as directed. Under the direction of the Maintenance Supervisor assists other engineering maintenance shops as needed. In the absence of scheduled staff or for any other urgent/emergent necessity, the incumbent will complete a specific trip assignment, operating a van, stake and dump trucks, passenger shuttles and box truck which may have a GVW or more than 26,000 lbs., or passenger ambulances over public roads. Vehicles may be equipped with air brakes. The incumbent is responsible to safely load and secure any cargo or passenger, including passengers who may or may not have a disability, their belongings and durable medical equipment, if necessary. Driving assignments are conducted in a safe, courteous manner and are completed in a timely fashion. Driver's perform operator maintenance on all vehicles operated. Vehicles may be driven for long hauls, over extended periods of time, in inclement weather, in close quarters, or even over rough terrain. At times the driver may be expected to make some mechanical repairs to include the changing of a tire. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. Driver's License: valid CDL License Class B, with airbrake endorsement. A copy of your CDL Must be available prior to official job offer. Physical Requirements: Heavy physical effort is used constantly while reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate vehicles, equipment and attachments. Physical effort is needed to operate the tractor and manipulate equipment controls to compensate for difficult terrain, and to maneuver long and heavy vehicles, especially while backing these vehicles. Able to perform exacting work requiring considerable manipulation of controls to achieve tight tolerances. Operators lift and carry parts and equipment weighing up to or exceeding 75 lbs. Because of the location of some of the controls and attachments on equipment, or difficult laboring work, the operators are frequently required to work in awkward or strained positions. Frequent stooping and bending may be required. The incumbent will be required to lift, push, or pull heavy items on a daily basis. Working Conditions: Vehicles and equipment are operated in all types of traffic and weather conditions on public roads, at highway speeds over complicated road and interchange systems. There is exposure to the danger of serious injury or accidents from falls or overturned equipment on steep slopes or rough terrain. Outside work may involve extreme hot or cold working conditions as well as rain, snow, and ice. Exposure to high noise levels, vibrations, and jolts, dust, dirt, grease, and fumes are common. Protective clothing is required to avoid injury or illness from the outside environment and elements. Minor personal accidents such as cuts, bruises, sprains are possible while performing general duties.
