About the Position:
Serve as Chief, Natural Resources Division. Has full responsibility for planning, supervising, and monitoring all natural resources programs including Fish and Wildlife, Sportsmen Services, Integrated Training Area Management (ITAM), Agronomy, and Forestry. Provide advice to installation staff elements and subordinate organizations on matters pertaining to conservation of natural resources. Duties are applicable to Fort Sill (94,000 acres).
Duties
Supervise and coordinate the internal activities of the Natural Resources Division.
Develop and implement natural resources policies and procedures for Fort Sill according to laws, regulations, military mission requirements, recreational needs, and conservation principles .
Integration of professional natural resources programs.
Responsible for implementation of environmental programs directly related to natural resources.
Directly work in the field to support natural resources programs such as wildlife and fish census, prescribed burning and wildfire control, deer check station operation, noxious animal control, habitat evaluations.
Monitor effects of the military mission on natural resources, agricultural out leasing evaluations, and similar items.
Perform personnel management duties including personnel selection, training, grievance resolution, performance appraisals, leave scheduling, and similar duties.
Direct personnel working directly for the Natural Resources Division including administrative functions such as time cards, Local and External reports, scheduling, and similar items.
Responsible for the maintenance of the Natural Resources Management Plan, including statutory requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess a valid driver's license.
- Ability to drive 4-wheel drive vehicles with manual transmissions.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- Permanent Change of Station (PCS) allowances are authorized
- Defense National Relocation Program will NOT be authorized.
- Recruitment/Relocation/Retention Incentive may be authorized.
- Ability to communicate well both orally and in writing.
- Student Loans Repayment may be authorized.

Basic Requirement for Supervisory Natural Resources Management Specialist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (NOTE: You MUST attach a copy of your transcripts.)
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: Monitor a natural resource program in one of the following areas: forest management, fish and wildlife management, parks and recreations, out-grant management, conservation or fire and safety protection. Lead the work of lower-graded employees to meet project objectives. Coordinate with federal, state, and local agencies related with natural resources regulations and policies. Inspect activities for compliance of natural resources standards and regulatory requirements. AND Develop routine natural resources reports utilizing automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
