Duties

Support the organization's National Emergency Preparedness (NEPP) and Natural Disaster (FCCE) Programs. Develop new and/or review and update existing emergency preparedness and response plans, procedures, and documents. Responsible for the tiered readiness, activation and operation of the Emergency Operations Center (EOC) for federal response to natural disasters and regional/national?emergencies. Prepare personnel response organization templates in advance of, or during, disaster events. Plan and coordinate readiness training, education and outreach activities for district emergency management stakeholders. Apply national and regional level regulatory, policy, and planning guidance to District emergency management plans and activities. Manage requests for deployment of personnel in support of emergency operations. Monitor and assist with the planning, response, and recovery for all phases of emergency events. Serve as the Emergency Management Duty Officer during evenings and weekends on a rotating basis with other Emergency Management personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Incumbent must be able to obtain and maintain a state issued driver?s license.
  • Incumbent is required to remain accessible during duty and non-duty hours, via telephone communications system, in order to respond to emergency operations activities.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Emergency Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes 1.) Experience managing an Emergency Operations Center to ensure readiness during an event; AND 2.) Experience deploying personnel in support of emergency events; AND 3.) Experience creating and/or updating Standard Operating Procedures and execution plans for emergency operations; AND 4.) Experience with the preparation of Situation Reports ensuring timeliness and accuracy of information. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Emergency Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
