This position serves as a Supervisory Inventory Management Specialist for non-expendable (NX) asstes/material in a VA Health Care System (VA HCS) and supported catchment area. Serves as advisor and consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on property management matters for sound material management concepts, practices, and control of all personal property. Occupies a major position on the Facility Logistics Service staff.

Duties

Duties include, but may not be limited to the following: Plans, directs and manages the activities of the Material Management Section to include property management, equipment management, full warehouse receiving, and distribution. Transportation, Mail center operations, and other operations sections may also fall under his/her purview. Synchronizes the section's requirements with other services/sections in the development of a sound course of action and rendering the correct interpretations and decisions involving all phases of the operations/requirements. Ensures compliance in the section's specific areas of external quality assurance and business reviews. Oversees the lifecycle management of non-expendable assets in the VA HCS and supported catchment area. Develops multi-year equipment/NX plans for the entire VA HCS and supported catchment area, utilizing advanced automated non0expendable planning tools. Participates in facility and VISN strategic planning. Utilizes performance improvement methodologies to improve the overall management of NX assets in the VA HCS and supported catchment area. Conducts analysis and uses intensive knowledge of NX assets to make recommendations about standardization opportunities to local, VISN and national standardization initiatives. Conducts short, mid and long term advanced planning for new and replacement NX assets. Conducts data analysis regarding NX asset needs based on disparate data points including projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade in value and other factors which impact procurement decisions. Participates in VISN and facility strategic planning to support major and minor construction projects, activation of new facilities, and reuse of existing space involving multi-million dollar projects. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high tech, high cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations with industry practices. Conducts procurement review, analyzing quotations received from vendors and recommends awards using the "best value" approach. Reviews and reports back to Fiscal Service on listings of delinquent payments and receipts of equipment purchase orders. Coordinates final disposition of NX assets. Manages the equipment/supplies loan program, equipment test and evaluation program, revocable license programs, delivery distribution, storage, transportation, mail center functions, warehousing, and coordinated management oversight with finance, acquisition, and monthly reconciliation of the General Ledger Accounts. Oversees undelivered orders, accounts payable, and functions related to supply management, including ordering, receiving, distribution and equipment accountability to the end of life. Oversees the Contracting Officer Representative (COR) for leased equipment and space. Coordinates with Biomedical Engineering Service and Engineering Service for proper equipment inspection and technical maintenance of equipment. Ensures equipment accountability at each service line. Manages and controls all inventory transactions. Supports other elements of organization and performs other duties as assigned. Work Schedule: Monday through Friday 8:00am - 4:30pm. May involve irregular tours of duty, evening shift, and night shift.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Working knowledge of contracting and purchasing laws and regulations, inventory management policies, directives, standard operating procedures and practices, and best practices in supply/equipment/distribution management; knowledge of federal acquisition regulations, reporting, databases, and socioeconomic programs; knowledge of the purchase card program including its controls, oversight and reporting requirements; knowledge of automated purchasing and inventory management systems and databases such General Inventory Package (GIP) or other equivalent system, to maintain current inventory data, related reports, performance measurement and monitoring tools; ability to leverage data and information analytics to drive customer, fiscal and operational improvement in the facility's supply chain; knowledge of coaching, mentoring and supervision to facilitate staff and organizational development; and experience planning activities for both consumable supplies and equipment and forecasting supply/equipment requirements over single and multi-year planning horizons, requisitioning, coordinating forecasts with budget requirements.. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess one of the following A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, obtained in an accredited college or university, or LL.M., if related. NOTE: Ph.D. or equivalent doctoral degree must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE: Transcripts Required.. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Inventory Management Specialist, which may be used to meet the experience requirements for this position. For example, nine (9) months of appropriate specialized experience equivalent to GS-09 (75 percent of the experience requirement for GS-11) and 2 years of successfully completed graduate level education. (50 percent of the required education, i.e., the applicant has year of graduate study beyond that required for the GS-09), would exceed the total requirement and be qualified for the GS-11 position. NOTE: Only education in excess of 2 full years of progressively higher-level graduate education may be used to qualify at the grade 11 level. Transcripts Required.
