This announcement is for two vacancies. One vacancy is for Glen Canyon National Recreation Area in the Facility Maintenance Division. The other vacancy is for the Grand Canyon National Park for the Planning, Environment & Projects Division.

Duties
This position provides professional civil engineering advice and guidance on the planning, designing, constructing, expansion, rehabilitation and/or re-purposing of existing and /or new structures and facilities.
You will provide or manage project scoping, data and asset management, design phases (pre-design, schematic design, design development, construction documents), value analysis, and administration for a broad range of facilities and related maintenance operations, including construction, rehabilitation, and renovation and re-purposing.
You will ensure projects meet budget and schedule requirements. Project work may include, but is not limited to, the following type of structures or facilities: campsites, visitor centers, employee housing, potable water system, wastewater systems, communication systems, roads, bridges, trails, parking, bus facilities, transportation systems, and administrative structures.
Work includes multiple simultaneously managing multiple projects, ranging from small, single-discipline to large multi-disciplinary design and construction projects involving both single and multiple-year phasing, potentially funded from multiple funding sources.
You will encounter work components requiring creative solutions that balance cultural and natural resource compliance issues and/or politically sensitive issues.
You will provide professional guidance based on understanding of major principles and industry standards.
You will perform contracting officer's representative duties for A/E services and construction contracts.
You will serve as contracting officer's representative on construction projects.
Flagstaff, Arizona Area Information:
Flagstaff is located about 70 miles from the park and has a population of about 75,000. Flagstaff has an elevation of 7,000 ft. and includes multiple K-12 public and private schools, Northern Arizona University, a diverse community, medical and other support services. The rental and home markets in Flagstaff can be relatively expensive and limited. Summers in Flagstaff are warm with temperatures in the 80's and frequent monsoon thunderstorms. Winters are cold, with low temperatures near zero and snow averaging around 90 inches. Recreational opportunities in both areas cross all four seasons in environments ranging from low deserts to high mountains and include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities.
Grand Canyon, Arizona Area Information:
The South Rim is located approximately 60 miles north of Williams and 82 miles Northwest of Flagstaff at an elevation of 7,000 feet. Temperatures range from approximately 90 degrees in the summer to 0 degrees in the winter. Annual precipitation averages around 13 inches.
Grand Canyon Village has schools K-12, a daycare center, post office, general store, churches, a recreation center with gym, a public library, a clinic with resident physicians, and several restaurants. The park community consists of some 2,500 people, including employees of the NPS and concessionaires and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical and professional services are available in Williams and Flagstaff. Flagstaff has a population of about 66,000 and has multiple K-12 public and private schools, Northern Arizona University, and diverse community, medical and other support services. Recreational opportunities include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities.
South Rim Housing: Permanent and Term employees with a Full Performance Level (FPL) of a GS-09 or WG-8 and above will be provided the option of accepting assigned housing, participating in the normal bid system, or accepting shared housing.
Page, Arizona Area Information:
Page overlooks beautiful Lake Powell which offers boating, associated water sports, hunting, recreation, and fishing, as well as river running on the Colorado River above and below Lake Powell. The surrounding land offers beautiful red rock country for hiking and backcountry wilderness activity. Page is at the hub of the Grand Circle, containing America's largest concentration of national parks and monuments, such as Grand Canyon, Zion, Capitol Reef, Bryce Canyon, Arches, Canyonlands, Grand Staircase Escalante, and the Flagstaff Area Monuments. Page offers normal small community amenities such as airport, shopping, medical, and dental facilities, schools K-12 and college courses available through the local Community College. Elevation in Page is 4300 feet above sea level and the weather is high desert sunny days, cool nights, and low humidity. Home purchases are available in the area. Government housing may be available by a bid process.
Qualifications
All qualifications must be met by the closing date of this announcement-08/29/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience.

This position performs professional engineer work, and current registration/license as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico is required. Applicants who are applying for Glen Canyon Recreation Area are NOT required to have an engineer license.
BASIC EDUCATION REQUIREMENT - ENGINEER
In addition to meeting the selective factor listed above, applicants must possess the basic education requirement for an engineer. Transcripts MUST be submitted and include your name, school name, credit hours, major(s), and grade-point average or class ranking. We cannot determine eligibility without this information. (A copy of your official transcripts will be required before entrance on duty, if selected). The Basic Education requirement may be met in one of the following ways (see below).
Degree in Engineering, To be acceptable, the curriculum must: 1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics such as optics, heat transfer, soil mechanics, or electronics.
Combination of education and experience-college level education, training, and/or technical experience that furnished (1) a thorough knowledge of physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional Registration; 2) Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) exam or the written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; 3) Specified academic courses--Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The course must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described under the basic requirements; or 4) Related curriculum--Successful completion of a curriculum leading to a bachelor's degree in engineering technology or appropriate professional field provided the applicant has 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
SPECIALIZED EXPERIENCE: In addition to meeting the selective factor and basic education requirements listed above for this position. Applicants must also possess at least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience is the following: Develops civil engineering project construction drawings, technical specifications, and cost estimates and applies professional engineering principles, concepts, practices, procedures of project development AND at least 1 of the following: 1.) oversees contractors or other project team members; 2.) provides operational leadership principles; 3.) implements risk management regarding work safety. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours/schedule per week to receive credit for your experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours/schedule per week or is listed as "varies".
Physical Demands: The work is typically performed in an office setting with no special physical demands. However, work may also be performed in the field which involves periods of walking, bending, climbing, or driving motor vehicles to worksites. The work may also involve some overnight travel for training, meetings, and site visits.
Working Conditions: The work is usually performed in an office setting. However, work time may also be spent periodically visiting field sites. Field site visits are typically performed in either an outdoor setting subject to weather changes, diverse terrain, and safety hazards associated with working around complex features and/or construction, or an industrial setting subject to noise, fumes, and moving machinery. Both settings may require the use of personal protective equipment. Safety precautions and protocols are observed at all times and the incumbent complies with safety instructions and regulations and ensures individual and others' safety by promptly reporting unsafe acts, unsafe conditions, and accidents to the supervisor.
