The primary purpose of this position is to serve as a MXG AFETS specialist and technical expert advisor on complex and sophisticated systems/equipment to support KC-135 missions for AMC and subordinate units. MXG AFETS specialist performs short notice TDY deployments and/or PCS moves to meet worldwide operational/mission requirements.
Duties
Serves as the MXG technical expert advisor to senior leaders and maintenance technicians in the maintenance, operation, and training related to complex and sophisticated KC-135 airframe and airframe systems and equipment.
Provides expert systems/equipment advice and recommendations to senior leaders and maintenance technicians. Recommends tests, equipment modifications, and corrections to design deficiencies through evaluation of operational capability of systems/equipment and review of performance data against standards.
Provides technical assistance to assigned unit in resolving complex system/equipment problems or design deficiencies. Assists in troubleshooting and repairing difficult and unusual problems.
Prepares informal training to include over-the-shoulder, classroom, demonstration, one-on-one, and spontaneous training. Relying on practical experience, technical knowledge, and ingenuity, the incumbent researches and assembles data for training purposes

- MXG AFETS specialist is subject to short notice TDY deployment and/or PCS move to meet worldwide operational/mission requirements. This position requires the employee to sign a mobility agreement under the provisions of the agency mobility program.
- This position may require frequent travel or long periods away from the normal duty station to include CONUS or overseas and may include remote or isolated sites.
- Based on operational necessity, TDY away from home base in support of other units may require travel by military or commercial aircraft.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
- The employee must meet physical requirements for immediate worldwide deployment, remote from adequate medical facilities, for extended TDY. This position requires a pre-employment physical.
- This position may require employee to work under adverse environmental conditions.
Qualifications
This position is emergency-essential (E-E). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during anational emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any recall status.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position Facility Operations Services Series 1640.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a comprehensive range of maintenance concepts, principles, and practices related to the KC-135 airframe & airframe systems/equipment on the attached equipment list including those that have complex technical requirements and require extensive specialized training and experience. Specialized practical and theoretical knowledge of assigned systems/equipment for application to difficult and complex situations and problems that have no clear precedent in order to oversee and implement a program involving the identification and resolution of difficult issues or problems such as determining systems/equipment deficiencies and appropriate resolutions.
EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, or LL.M., if related. NOTE: You must submit a copy of official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems/equipment listed on the attached equipment list (see Notes to Users).
2. Knowledge of required security and safety regulations, practices, and procedures.
3. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team.
4. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data and identifying and analyzing complex technical problems and developing innovative solutions.
5. Ability to plan, organize, and reprioritize work to meet changing deadlines.
6. Ability to develop and conduct training to ensure proper maintenance of assigned systems/equipment; and communicate well, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
