This position is located in the Division of Finance, Whiteriver Service Unit, Whiteriver, AZ, and is responsible for the overall administration of the financial management activities of Whiteriver Service Unit. The incumbent of this position serves as the Chief Financial Officer with delegated authority to direct policy and manage programs that develop agendas and implement control systems for all financial activity. Involves the planning and execution of a complex accounting program.
Duties
The incumbent serves as the Chief Executive Officer's and Chief Operating Officer's principal advisor on financial matters and directs Service Unit - wide policy formulation on all financial matters pertaining to the overall organization, execution and coordination of the accounting, budgetary and related financial activities and functions of the component served.
Incumbent confers with the Chief Executive and Chief Operating Officer and all other Division Heads on important financial problems encountered and implements or recommends administrative actions to achieve desired financial goals and objectives within the framework of established Service Unit policies.
The incumbent will recommend policy changes to the Chief Executive and Chief Operating Officer to effect improvements in standardized systems and assure that fiscal transactions are compatible with requirements of the Office of Management and Budget, General Accounting Office and the Treasury Department.
The incumbent will be responsible for the preparation of accurate and timely financial statements displaying the financial
position of the service unit and a wide variety of Federal financial reporting requirements.
The incumbent is responsible for the supervision and control of all facility fiscal functions to include accounting, budgeting, voucher auditing, partnership agreement billing/auditing, and employee travel.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by twenty-four (24) semester hours in accounting. The twenty-four (24) hours may include up to six (6) hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: At least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six (6) hours of business law;
OR
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
OR
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., fifteen (15) semester hours, but that does not fully satisfy the twenty-four (24)-semester-hour requirement of paragraph A, provided that
(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two (2) higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the four (4)-year course of study described in paragraph A; and
(c) except for literal nonconformance to the requirement of twenty-four (24) semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS: GS-0505-14:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Directing and coordinating a complex financial management program; establishing priorities and meeting deadlines for a full range of organizational activities; managing the function of work to be performed, leading, directing and assigning work; developing local budget instructions and policies within the framework of mandatory requirements; analyzing problems, gathering and coordinating information, and integrating independent recommendations and actions; and analyzing operating costs and distributing operating funds.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
