The position Outdoor Recreation Planner GS-0023-09 located in the Star-Spangled Banner National Historic Trail in Baltimore, Maryland. This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition.
Qualifications

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
Individual Occupational Requirements:
Undergraduate and/or Graduate Education: Major study in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify based on graduate work in related disciplines must have one or more courses in outdoor recreation.

Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include: Ability to deal with people of differing backgrounds and behavioral patterns. Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs. Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve. Preparation or review of plans and programs for natural resource utilization and recreation area development. Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment.

To qualify for this position, you must possess at least one or all the following minimum qualifications by close of the announcement: GS-9: I have at least one year of specialized experience equivalent to the GS-07 level in Federal Service that equipped me with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience includes activities such as but not limited to: Gathering and analyzing data and information resources related to existing and potential outdoor recreation and natural resources conservation; performing work involving the analysis and evaluation of outdoor recreation data, issues, and trends, including assessing and meeting the interests of diversified groups; using communication techniques to involve a variety of individuals and/or organizations in conservation, recreation, or resource planning processes; preparing data summaries and basic drafts of supporting material for inclusion in recreation plans and resource study reports; and carrying out the routine aspects of the review and evaluation of outdoor and conservation project proposals requesting technical assistance.. You must include hours per week worked.
OR
I have completed at least two years of progressively higher-level graduate education leading to master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
I have a combination of education and experience as described above. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 18 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal 100% to qualify using this option. You must include transcripts and hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
